(Continued from yesterday's 4vis.) 2nd Member for Christiansted Town (Canegata) remarked: Mr. Chairman, To me it does not matter a particle whether the fee remains at $25 00 or whether it is reduczd to ten cents, but you have to take into consideration that while all this is going on in the Council and some members are filibustering the people are sutfering. 2nd Member for Christiansted Country District (Berg:: Mr. Chairman. I want to know by what authority the butchers are paying the present fees charged for the use ot the slaughter house. I would iike this question answered by the Hon orable 2nd Member for Christiansted Town. 2nd Member' for Christiansted Town (Canegata): Mr. Chairman. That’s all I recommend. 4th Appointed Member {Blackwood) remarked: Mr. Chairman. lam in sym- pathy with! this billas I have a great deal of “comnplaints from butchers in West End. They are complaining that the fee charged at %esént are excessive. 9nd Member for Frederiksted Country Distriet Curry) withdrew his motion for 4 committee of 5 members to receive and report on the bill'and moved that Ist discussion on the bill be clesed. It was put to the . vete and carried that the ordinance be furthered. The motion made that “st discussion be closed was put to the vote and un- animously adopted. I wish to reiterate what I have said. If you compel.a man to go to the slaughter b ouse to butcher he should be allowed to do so without having to pay any fee. It seems to me that the present draft is in- tended merely to reduce the amount charged for the use of the slaugiter house. As the amount preposed in-this draft is only to secure funds with which to keep the slaughter house clean Ire- commend the draft asiintroduced. This is the first time that I have se2n this ordin- ance and therefore itis impossible for me to tell whether there is a reduction In the present fees and therefore an addi- tional burden placed on the Colonial [rea- sury. April 14, 1924. ; : 2nd Membér for Cnristiansted Town (Canegata) remarked: Mr. Chairman. 1 wish to say that the members of this Council are going to place additienal burden on the people by delaying this matter. 1 don’t helieve that is right. Legislative affairs must always be a mat- ter of give and take. I don’t believe that everything should be free. You cannot keep aproper check on animals killed for food if the inspection i 3 free. 1 always believe in being an opportunist, So is' every good seaman and every good physician.and every one-by whony -any good has been done, and 'may point to the supreme example of all, a philoso- pher, ‘a statesmzn, a profound teacher, whose acdviee is put the least invalid from-the fact that he happened to be an apostle. I refer to St.~Paul, who .has left and recorded forjthe use of all a sen- tenee- which ought to be remembered by every public man, viz: "AH things are lawful unto me, but all things are mot expedient.”’ : i . 3rd slember for Christiansted Town (Alexander, remarked: Mr. Chairman. 1 do not mean that this community should get everything for nothing. A certain butcher kiils four cattle a week, that’s ene dollar fees per week. From that source where does the economy comes in ? - The Chatrman read and put the amend- ment proposed by Ist Member for Fred- eriksted Town (Jaekson) to the vote. 2 Members votea for; 9 against, . Something might be gained by referring this matter to a committee, 1 have not had time to go fully into it It would seem from jthe statement made by the Honorabte 3rd Member for Chris- tiansted - Town that the fees will be doubled-for some. 4th Member for Frederiksted Coun- try District (Andersen) remarked: Mr. Chairman.- I am convinced that this Ordinance will not work hardship on auy one, on the contrary it will help the poor people.
