Amendment 1- RFP-042-T-2020 (P) –Watershed Management Studies Project – St. Thomas/St. John District Questions/Answers: ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. Does this mean the first page of the submission should contain the company name/solicitation # and due date, or that the email should contain this information? They can both contain the same information. • Pages 5-6 of RFP: do applicants need a current business license or state register and Certificate of Good Standing form the USVI or can these be provided for the state in which the company is located? They Should be provided for the state of register • Page 7 states “Cost Proposal must be submitted in a separate email, as indicated above.” Please clarify this statement as there are no previous explanations on how to submit the cost proposal. Cost proposal should be submitted in the manner as the technical response, and note that it is the cost proposal • Is there a required format for the cost proposal? No • Is there any flexibility in the 30 week project timeline? We think 30 weeks is a manageable timeline. We will evaluate feasibility if and as conditions require. · Is any data available regarding projected changes to specific design storms as a result of climate change for the watersheds in question? ? No. • The RFP states the watershed studies will follow the “EPA watershed study process.” Does this refer to EPA’s “a-i” watershed planning elements? Not clear on reference to EPA ‘a-i.’ • Please clarify what is meant by FEMA-eligible projects FEMA’s BRIC and HMRP programs • Does DPNR have any preference for specific models to use for the hydrologic and water resources assessment? EPA’s System for Urban Stormwater Treatment and Analysis (SUSTAIN) model has been used in VI assessments. Data should be compatible with Nonpoint Source Pollution and Erosion Comparison Tool (NSPECT). · What is meant by an analysis of “social dynamics”? (page 2 of the scope of work) Impacts of watershed stressors and possible impacts of interventions, to the way that land and resources are used by the public. • When prioritizing “areas of concern” (page 2 of scope of work) is there a preference for scale (i.e., subwatershed vs sites)? Both subwatersheds and sites. • Will DPNR assist in plan development by providing available data, meeting space for stakeholder meetings, or other assistance? DPNR-CZM will assist in providing or directing contractor to available data sources, may also provide logistical efforts for meeting spaces or direct to resources for those spaces and other assistance as reasonable. • If travel and/or large gatherings are not possible given the COVID-19 pandemic, are virtual meetings acceptable? Conditions to accommodate public health needs will be considered as necessary. Virtual meeting are possible dependent on the type of meetings, initial kickoff team meetings can be done virtually, stakeholder meetings can be examined on case by case basis as time progresses. Travel restrictions have been eased to the island, contractor travel can be looked at on case by case basis. Field work can be accomplished with consideration of pandemic best practices. • Is mapped stormwater infrastructure available for the study watersheds? There is limited data at DPNR, which is not the custodian of stormwater infrastructure.
