ACT NO. 6861 BILL NO. 26-0277 TWENTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2006 An Act honoring Caspar Holstein posthumously for his contributions to the Virgin Islands and naming route 65 in his honor ---0--- WHEREAS, Mr. Caspar Holstein was born on December 7, 1876, in Christiansted, St. Croix; and WHEREAS, Mr. Holstein and his mother immigrated to Harlem in 1884, and Mr. Holstein attended high school in Brooklyn, New York; and WHEREAS, in 1898, he enlisted in the Navy and served on the U.S.S. Saratoga; and WHEREAS, after his term in the Navy, Mr. Holstein worked as a porter and bellhop for a Wall Street brokerage firm where he cultivated an interest in the stock market and banking and began studying the system and its numbers; and WHEREAS, Mr. Holstein applied his newfound knowledge to gambling; and WHEREAS, Mr. Holstein devised a numbers game based on the Spanish game, “bolito” and became known as “the Bolito King”; and WHEREAS, Mr. Holstein introduced the numbers game into the daily life in Harlem; and WHEREAS, Mr. …
