March 14 U.S. VIRGIN ISLANDS – Governor Albert Bryan Jr. today joined the Virgin Islands Housing Authority (VIHA), MDG Design & Construction, and key stakeholders to mark the groundbreaking of the highly anticipated $121.6 million rehabilitation of D. Hamilton Jackson Terrace. This major revitalization project is set to transform the 106-unit affordable housing development, strengthening its resilience to natural disasters and securing its long-term affordability for generations to come. “Today, we are not just breaking ground; we are building hope, resilience, and opportunity for the families who call D. Hamilton Jackson Terrace home,” said Governor Albert Bryan Jr. “This project represents our administration’s unwavering commitment to ensuring that every Virgin Islander has access to safe, sustainable, and dignified housing. By modernizing and fortifying this community, we are investing in the future of St. Croix, fostering economic growth, and empowering our people to thrive.” Originally built in 1954, D. Hamilton Jackson Terrace has long been a cornerstone of the Christiansted community. However, the devastating impacts of Hurricanes Irma and Maria in 2017 highlighted the urgent need for modernization and storm resilience. With support from the U.S. Department of Housing and Urban Development’s (HUD) Rental Assistance Demonstration (RAD) program, this project will bring significant structural, environmental, and aesthetic improvements to the site, ensuring its longevity and functionality in the face of future climate challenges. Under this redevelopment, the 14-building complex will undergo extensive upgrades, including: Storm Hardening Measures  – Installation of hurricane-resistant windows, reinforced entryways, and advanced flood mitigation systems to withstand extreme weather events. Sustainability & Energy Efficiency  – Implementation of National Green Building Standards, featuring EnergyStar appliances, LED lighting, low-water-use fixtures, and solar PV systems to enhance environmental responsibility and reduce utility costs. Infrastructure & Safety Enhancements  – Upgrades to plumbing, electrical, and security systems, including improved site lighting, back-up generators, and a state-of-the-art security camera network. Community-Centered Improvements  – Expansion and renovation of the community center and management office, as well as enhancements to outdoor recreational spaces such as a new playground and basketball court. “The revitalization of D. Hamilton Jackson Terrace is a testament to our dedication to providing high-quality, affordable housing that meets the needs of our residents today and in the future,” said Dwayne Alexander, CPM, Executive Director and President of the Virgin Islands Housing Authority. “Through strategic partnerships, we are leveraging resources and expertise to create a community where families can thrive in a safe and modern environment.” The success of this project is made possible through a collaboration of public and private partners, including MDG Design & Construction, J. Benton Construction, Cost Control Company, Citi Community Capital, and Goldman Sachs Asset Management. Financing sources include HUD’s Community Development Block Grant-Disaster Recovery Program, FEMA’s Public Assistance Program, and Low-Income Housing Tax Credits (LIHTCs) allocated by the Virgin Islands Housing Finance Authority. “At MDG, we are honored to play a role in this transformation, ensuring that D. Hamilton Jackson Terrace remains a place where families can build their futures,” said Matthew Rooney, CEO of MDG Design & Construction. “Our collective efforts will guarantee that this community not only recovers but thrives.” Additionally, the  Bright Path  initiative, a resident wellness and empowerment program developed by VIHA, will provide essential services such as job training, health and wellness programs, and long-term housing stability initiatives, further reinforcing the administration’s commitment to holistic community development. The reconstruction of D. Hamilton Jackson Terrace aligns with Governor Bryan’s broader vision to expand and enhance affordable housing opportunities across the territory.
