DPW COMMISSIONERS L E A R N I N G T H E P A S T T O P R E P A R E F O R T H E F U T U R E DPW HISTORY Pursuant to the Organic Act of 1954, the Government of the Virgin Islands Executive Branch, inclusive of the Public Works Department wa s established. Subsequently the Department of Public Works was developed to primarily to participate in the planning of, supervise the construction of , and repair and maintain, all government buildings and grounds, publ ic road s, highway s, seawall s, wharve s, seaway s, publ ic recreati on are as, a irports, and properties of like character; In 1954, the first agency head of Department of Public Works were called Superintendent's and we have had 18 agency heads since then. Today, we referred to the agency head as Commissioners. >>>>>>>>>>> VIRGIN ISLANDS CODE (1) participate in the planning of, supervise the construction of, and repair and maintain, all government buildings and grounds, public roads, highways , seawalls, wharves, seaways, public recreation areas, airports, and properties of like character; (2) repair and maintain other government-owned public utilities, and recommend methods for their maintenance; (3) provide engineering and land survey services; (4) plan for public works; (5) cooperate with the Federal Government in the planning for, and in the construction, repair, and maintenance of, any government buildings and grounds, public roads, highways, harbors, seawalls, wharves, seaways, public recreation areas, public housing projects, airports and properties of like character; perform all functions and exercise all authority as required by Federal law in the construction, repair and maintenance of such Federally aided projects; expend all funds made available by the Federal Government for such purposes; and prepare and submit reports with respect to such activities as required by Federal law; and (6) comply, and require all employees, agents, contractors and subcontractors of the Department to comply with all territorial and federal environmenta l and land use laws, rules and regulations, including pollution control permi ts and mitigation measures, earth change permits, and the coastal zone perm it, when planning and engaging in the construction, maintenance and repai r of government buildings, public roads, highways, sea walls, wharves, sea ways, p ublic utili ties, p ublic recreat ional facili ties, air port s an d all other public p rojects and capital improvements. - The Commissioner of Public Works shall— >>>>>>>>>>> TITLE 31 - PUBLIC WORKS AND PROPERTY DPW FIRST COMMISSIONER Honorable Donald S.
