The Associated Press correspondent is in- formed that the French delegates are de- termined to do everything possible to bring about the reforms needed by Eu- rope and that they admit that the Russian problem dominates allothers, France has not come to Genoa with any repugnan-e towards reducing the effectives of her army, provided that suitable guarantees are gi.en, and she desires to cooperate with the United States, which country it is hoped to see take a practical interest in the economic affairs of Eu- rope. Mr. Child, the United iStates Am- bassador, will asslst at the meetings of the conference as an observer. The Al- lies, Germany and Russia will each have five delegates and the other powers two each.
