There is hereby appropriated from the Industrial Development Fund for the fiscal year ending September 30, 1999, the sum of $260,000 as a contribution to the General Fund. SECTION 3. There is hereby appropriated from the Land Bank Fund, as established under Title 33, Section 3004, Virgin Islands Code, for the fiscal year ending September 30, 1999 the sum of $1,500,000 as a contribution to the General Fund. SECTION 4. There is hereby appropriated from the General Fund of the Government of the Virgin Islands for the fiscal year ending September 30, 1999, the sum of $62,500 to the Department of Public Works for infrastructure preparation and paving of the Cotton Valley Road on St. Croix. Each item of appropriation contained in this Act shall be reduced by the sum expended for objects and purposes of such item between October 1, 1998 and the effective date of this Act, which sum was expended pursuant to Section 9(e) of the Revised Organic Act of the Virgin Islands. SECTION 6. There is hereby created a task force to be comprised of eight members to ensure that the Virgin Islands Government is Year 2000 Compliant. The eight members shall include the Special Assistant to the Governor for Information Technology; the Director of the Internal Revenue Bureau or his designee; the Commissioner of Finance or his designee; the Director of the Office of Management and Budget or his designee; the Chief Executive Officer of the Roy Lester Schneider Hospital; the Chief Executive Officer of the Juan Luis Hospital; the Executive Director of the Virgin Islands Legislature or his designee; and the Territorial Court Administrator or his designee. The task force shall report on the condition of the government’s computer systems, the plan to convert the computer programs, and the funding necessary to make the computer systems Year 2000 Compliant to the Governor, the President of the Legislature, and the Presiding Judge of the Territorial Court within thirty (30) days of the task force’s establishment. The task force shall exist until the Virgin Islands Government’s computer systems are Year 2000 Compliant. SECTION 7. Title 19, Section 240, Virgin Islands Code is amended by adding a new subsection (h) to read as follows: “(h) Notwithstanding any other law to the contrary, each Board, in order to promote their orderly and efficient administration and operation, are hereby authorized to establish and maintain separate accounts for the prompt payment of their respective expenses.” BR98-2226 / June 2, 1998 / Reviewed by: EA:lor FLOOR ! BILL NO.22-03/6 Twenty-Second Legislature of the Virgin Islands of the United States AUGUST 18, 1998 To amend Act No. 6247, as enacted August 17, 1998, to preserve the Virgin Islands pledge to bond holders, to appropriate only those Matching Funds which are in excess of the amounts pledged to bond holders; to appropriate those excess funds to pay negotiated salary increases of government employees, and to identify the source of funds transferred and appropriated by Act No. 6247 for the same purpose PROPOSED BY: Senator Lorraine L. Act No. 6247, Bill No. 22-0309, enacted August 17, 1998, is amended by adding thereto a new Section 5 to read as follows: “SECTION 5. (a) For the express purpose of achieving the transfers and for funding the appropriations mandated by Sections 3 and 4 of this Act: (1) $12,800,000 shall be transferred from the Transportation Trust Fund to the Union Arbitration Award and Government OOOMONOUAWD = OvuUKA DN" O DODCOAN AU AWD = Employees Increment Fund in the fiscal year ending September 30, 1999; (2) $2,700,000 shall be transferred from the production tax proceeds of the Second Extension of the Hess Oil Agreement to the Union Arbitration Award and Government Employees Increment Fund in the fiscal year ending September 30, 1999; (3) $5,000,000 or so much thereof as may become available, shall be transferred to the Union Arbitration and Government Employees Increment Fund from those proceeds of the Internal Revenue Matching Fund which proceeds are not required to satisfy the obligations of the Government of the Virgin Islands to repay bonds, loan notes, or any other obligations arising from the covenants made by the Government in pledging the Matching Fund. (b) Nothing in this Act shall be construed as appropriating funds from the Internal Revenue Matching Fund which appropriation would supersede the covenants made by the Government of the Virgin Islands in pledging the Internal Revenue Matching Fund to repay bonds, loan notes, or any other obligation arising from such covenants.” BR98-2327/ August 17, 1998/ :cdj Reviewed by: EAA, Jr. (G22-0063)
