MERWIN, Chaitrman. a contractor come over from Porto Rico to investigate the conditions for rebuild- ing in a mdern way, the central road; one of the members of the comnmittee and the Public Works Officer made a trip to Porto Rico and got in contact with one or two contractors, but thcugh these promised to come over here on a visit, they never camne. At that time materials were exceedingly expensive . and it was thought best to let th2 pro- - jeet sleep for a while. During the latter part of ast year, the Public Works Offi- cer reported ohat he had got in contact wi:h a contractor in the Statés who waa willing eventually to take the contract for rebuilding the center line road, and on February 4th of this year the High- way Committee held a meeting at which the Public Works Officer was present, and a proposal for financing the recon- atruction work was drawn up and sub- mitted to the Government for their con- sideration. With this proposal as a ba- sis and after inquires with the bank in St. Thomas regardin’e methods of rais- ing a large sum of money, and after the Government had stated how far they felt justified in assisting the project with money for this year’s revenue, the or-
