Specialist III Nov. 28, 1992 Div, of Environmental Protection Dept. of Planning and Natural Resources Nisky Center, St. Thomas USVI Re: Western Auto Site Investigation Dear Sir, On November 25, 1992, personnel from the Law Office of Attorney Jack Dema and Caribbean Hydro-Tech, INC. met with you at the Western Auto Store at Four Winds Plaza, St. Thomas to conduct an investigation of a waste oil tank abandoned by Western Auto. The tank is adjacent to the garage on the western side of the store. On inspection, it appears the tank had been drained and filled with sand. Access to the filler cap had been cemented over. The site investigation proceeded as follows: All equipment was steam cleaned prior to and after use at a specific site. Mr. Crooke dictated the location of the test holes. An OSHA-certified technician was used to drill the holes. All pertinent safety regulations and recommendations were followed. 1. A jack hammer was used to-break through all cement and/or asphalt surfaces. 2. Where necessary, a gas-powered hand auger was utilized to drill a four-inch diameter hole until refusal. 3. A stainless steel manual hand auger or disposable bailer (depending on the sample matrix) was used to collect a sample. All samples were properly collected, marked, preserved and chilled prior to shipment for analysis. A full list of analysis parameters follows the report. Waste Oil Tank: 1. The cemented plug was removed from the tank opening located at the entrance to the southern-most bay at the rear of the store. The tank had apparently been drained and filled with sand. TUT 006 2. The manual auger was lowered into the tank and screwed down approximately four feet. Samples were collected using the manual auger. Samples of sand from the tank were collected and handled as described above. The tank is estimated to be --5 feet in diameter and 15-20 ft. long. 3. A temporary cap was placed over the opening. Test Hole #1: 1. This hole was drilled with the gas-powered auger. 2. The hole was located approximately 3.5 ft. south and 8 ft. west of the tank opening. This hole was drilled to four feet. 3. A red clayey compacted soil was encountered. The hole was dry. 4. Soil sajnples were collected as described above. Test Hole #2: 1. This hole was drilled with the gas powered auger to 3 ft. 2. A gravel fill was encountered with'water found at 1.5 ft. below land surface. 3. Water samples were collected. They water appeared to have an oily sheen, odor and discoloration. Test Hole #3: 1. This hole was drilled 17 ft. north and 19 west of the northern-most bay. 2. The hole was drilled to refusal at 1.83 ft. (22 inches). TUT O06 1605 3. A hard, ary , dense clay was encountered, until contact with an apparent large boulder. 4. No samples were collected. All test holes were refilled and cemented over after the test. Mr. Crooke was called at the St. Croix-DPNR office on Friday, November 27, 1992 to report any further observations but was in the field. Specialist III Dec. 4, 1992 Div. of Environmental Protection Dept . of Planning and Natural Resources Nisky Center, St. Thomas USVI Re: Western Auto Site Investigation Dear Sir , As planned, site investigations on the location of suspected underground tanks formerly operated by the Western Auto store located at Four Winds Plaza, #392 Anna's Retreat, St Thomas continued this week. Following your suggestion, I continued the effort to locate the UST near the Western Auto repair bays, reportedly used for diesel fuel storage for the Western Auto generator. We also investigated the cap protruding from the ramp area located to the north and west of the Western Auto repair bays . The site investigation proceeded utilizing similar investigative methods and quality control/quality assurance as described in my letter of Nov. 28, 1992: 1. Generator Room: The cap that protrudes from the ramp located at the northwest corner of the_ area was removed. A probe was inserted into the opening. The apparent tank was filled with sand and is approximately (appx.) 5 feet (ft.), two inches deep. A 100 milliliter (ml) bottle was filled with sand. No further ooinpi i ng could be performed at this location due to t (-,<.-. limitations of the opening. Further investigations are planned for the week of Dec. 6, 1992. 2. TW-4: Located 17 ft North and 1O ft. west of the first bay (appx. halfway between the wall and TW-3 ) . Drilled to refusal at 30 inches. A brown-gray clay was encountered with a slight hydrocarbon odor. Samples were taken for TRPH , oil and grease, and EPA analyses 8010, 8020 and 81OO. 3. TW-5: Located 17 ft. north and 6 ft. west of the first bay. Dr.illed to refusal at 36 inches. Gravel was encountered under the concrete pad. Water was encountered appx. 1.5 ft. below the surface. As in TW-2 , water with a hydrocarbon odor and oily appearance was encountered and sampled for TRPH, oil and grease and EPA analyses 601, 602 and 610 (aqueous counterpart to soil analysis from TW-4 ) . TUT' OO6 1607 4. Tank #2'- An apparent vent had been located at the southeast corner of the existing above-ground diesel tank that stands in a concrete containment wall north of the bays. A trench was dug in the southeast corner of the containment wall where copper and pvc conduit were found. There appeared to be an old vent and/or fuel lines leading to the southwest. The lines were traced to a location appx. 11 ft. west and 12 ft. north of the first bay. Upon further excavation a 2 ft. X 2 ft. opening was created. A metal fitting was found with a copper line running back to the building.. This fitting was removed. A probe was inserted into the tank. The tank appears to be three ft. deep. It contained appx. 2,5 ft. of hydrocarbon or hydrocarbon-like product. Further excavation to determine the size of the tank and sampling to determine the contents of the tank will be performed the week of Dec. 7, 1992. Mr. Crooke was called at the St. Thomas-DPNR office on Friday, December 7, 1992. I reported the findings of my investigation to date. Further investigations are planned for the week of Dec. 6, 1992. Dear Sir , I am submitting another report on the continuing site investigation on the location of suspected underground tanks formerly operated by the Western Auto Store located at Four Winds Plaza, #392 Anna's Retreat, St Thomas. Following your suggestion, I continued the effort to locate and determine the size and orientation of the UST near the Western Auto repair bays. We also drilled three more test holes around the ramp near the northwest corner of the area. The site investigation proceeded utilizing similar investigative methods and quality control/quality assurance as described in my letter of Nov. 28, 1992: 1. TW-6: Located 11 ft east and 2.75 ft. south of the northwest corner of the area (east side of ramp) Drilled to refusal at 14 inches. A cement and asphalt cap nine inches deep was followed by a soft red clay. A hard cement floor was found below this point. Samples were taken of the clay for TRPH , oil and grease, and EPA analyses 8010, 8020 and 8100. 2. TW-7: Located 15 ft. south and 6.5 ft. east of the northwest corner (southeast corner of ramp). Drilled to refusal at 12 inches. Cement and asphalt was followed by the same concrete pad . 3. TW-8: Located 3.8 ft. south of the northwest corner (west side of ramp). Drilled to refusal at 11 inches. A similar concrete and asphalt cap was found with the hard concrete pad below . There appears to be a thick concrete pad that extends under the ramp . It was extremely hard and was encountered at the same depth below land surface at all three sites. I am awaiting analysis of the sample at TW-6. TUT O06 16O9 ~ank #2: A stiff metal snake was used to determine the size and orientation of the tank. The probe was inserted into the tank and rotated until resistance was encountered. The tank appears to be cylindrical, approximately 3 ft. in diameter and 5-6 ft. long. The tank is parallel to the bays (south-north orientation ). I will be continuing with my investigation this week. As discussed in our informal meeting at Four Winds last week, I will keep your office informed of all discoveries and information as it becomes available.
