GOVERNMENT OF THE UNITED STATES VIRGIN ISLANDS OFFICE OF THE GOVERNOR VIRGIN ISLANDS FIRE and EMERGENCY MEDICAL SERVICES “Providing Safety, Service, and Satisfaction” St. Thomas/St. John: 1005 Ross Taarneberg, St. Thomas, VI 00802 ~ Tel: (340) 774-7610 St. Croix: No. 3019 Orange Grove, St. Croix, VI 00820 ~ Tel: (340) 773-8050 ~ Fax: (340) 773-8032 September 30, 2025 Honorable Jean-Pierre Oriol Commissioner Department of Planning and Natural Resources 45 Estate Mars Hill Frederiksted, STX 00840 Dear Commissioner Oriol: The Virgin Islands Fire and Emergency Medical Services (VIFEMS) respectfully requests a determination of Coastal Consistency for the Fortuna Fire Station (Project No. 85069, HMGP 4340-0162) located at 3C-C-1 Estate Fortuna, St. Thomas, Virgin Islands. The fire station sustained damage during Hurricanes Irma and Maria, and FEMA has approved funding for the demolition and reconstruction of the station as well as the construction of an internal safe room. The reconstruction of the station is funded by the Public Assistance program, (Project No.: 85069, PW 979), and the construction of the safe room is funded by the Hazard Mitigation Grant Program (Project No.: HMGP 4340-0162). VIFEMS currently occupies a modular facility located at the site, which will be removed prior to construction. The proposed activity is consistent to the maximum extent practicable with the Virgin Islands Coastal Zone Management Program and will be conducted in a manner consistent with such program. VIFEMS therefore requests a Consistency Determination. Attached is a detailed report, which demonstrates the project’s compliance with the Coastal Zone Management Program. Should you have any questions or require anything further, please feel free to contact us. Respectfully, Antonio Stevens Director Atts: Federal Consistency Report Hydrology Study Report
