Key economic indicators have now declined for the past two quarters. Job losses have mounted, initial unemployment insurance claims are at high levels, construction has come to a virtual halt; and despite federal monetary and fiscal stimulus measures to increase liquidity in the financial markets and stimulate demand through public spending, consumer and business spending and investment continues to contract. The job market is emblematic of the poorer economic environment. …
