April 20, 2026 Good day Senators and other dignitaries, GEC, LLC provided documents on April 16, 2026 in response to a SUBPOENA issued to John Wessel dated March 24, 2026. In response to the Subpoena following its numbered items, with verbal testimony only being at tab (6): (1) Provide a written statement and testimony relating to GEC, LLC/Coastal Systems USVI’s contractual role and scope on the project: a. GEC, LLC is the General Contractor for the Original, Supplemental 1, and Supplemental 2 Contracts with responsibilities as outlined in those Contracts. b. GEC is not, and has never been, an affiliate of Coastal Systems USVI and, therefore, cannot respond on their behalf. (2) Provide original and all revised project schedules, including current schedule and estimated completion date: a. See attached at tab (2) b. GEC was victim of a ransomware attack in early 2025 and lost some of its records permanently. Where records were unrecoverable it is so noted in tab (2). In response to the Subpoena following its numbered items, with verbal testimony only being at tab (6): (1) Provide a written statement and testimony relating to GEC, LLC/Coastal Systems USVI’s contractual role and scope on the project: a. GEC, LLC is the General Contractor for the Original, Supplemental 1, and Supplemental 2 Contracts with responsibilities as outlined in those Contracts. b. GEC is not, and has never been, an affiliate of Coastal Systems USVI and, therefore, cannot respond on their behalf. (2) Provide original and all revised project schedules, including current schedule and estimated completion date: a. See attached at tab (2) b. GEC was victim of a ransomware attack in early 2025 and lost some of its records permanently. Where records were unrecoverable it is so noted in tab (2). (3) Provide construction progress report comparing: a. GEC believes Subpoena Items (4) — (8) are responsive to this request b. Data is included in items (4) — (8) (4) Provide a complete listing of all change orders from 2014 to present, including cost, justification, and origin. a. See Change Orders at tab (4) which provide any cost, justification, and origin. b. GEC was victim of a ransomware attack in early 2025 and lost some of its records permanently. Where records were unrecoverable it is so noted in tab (4). (5) Provide a summary of total payments received to date, with a breakdown by year and work completed, and any other claims of disputes. a. See Summary and Pay Estimates at tab (5).
