GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE ANNUAL ASSESSMENT OF PUBLIC UTILITY FEES ORDER OF ANNUAL ASSESSMENT Order No. 58/2018 WHEREAS, on Tuesday September 25, 2018, the Virgin Islands Public Services Commission (hereinafter “PSC” or “the Commission”) met in Regular Session in its office on St. Thomas located at No. 1003 Estate Ross Suite 4, Barbel Plaza and at the Virgin Islands Board of Education office on St. Croix, United States Virgin Islands; and WHEREAS, based upon the formula mandated in 30 V.I.C. § 25a, all public utilities are subject to the assessment of fees on an annual basis by the Commission; and WHEREAS, the Legislature extended the sole right to Virgin Islands Water and Power Authority (hereinafter “WAPA” or “the Authority”) to pay its annual assessment in equal quarterly installments; and WHEREAS, after careful review and deliberation and the recommendations of its staff, the Commission voted to make the following annual assessment fees on the listed public utilities: Utility 2017 Gross Ratio F/Y 2019 Fees Operating Revenues Virgin Islands Water & Power Authority $ 136,616,759.00 64.74% | $ 1,152,444.55 Virgin Islands Telephone Corporation d/b/a Viya $ 20,582,234.38 9.75% |$ 173,623.53 Virgin Islands Waste Management Authority | $ 33,574,872.30 15.91% |$ 283,224.25 Viya Cable TV St. Thomas-St. John $ 8,877,864.24 4.21% |$ 74,890.13 Viya Cable TV St. Croix $ 5,501,408.48 2.61% |$ 46,407.69 Varlack Ventures, Inc. $ 3,054,814.50 145% |$ 25,769.20 Transportation Services of St. John, Inc. $ 2,799,576.00 1.33% |$ 23,616.10 Total Assessment Revenue: $ 211,007,528.90 100 % $ 1,779,975.45
