TELEGRAMS. ST. CROIX STATION. Loadon, July 12th.—-Final approval was given yesterday by the Cabinet to the terms of the reparations statement, which will be made today by Mr. Stanley Baldwin and Lord Curzon coincidentally i : the House of Commbus and the Lords. It is anticipated that the joint statement w 1 be one of studied moderation, intend- el to maintain friendiy relations with France. While it will set “orth the de- sirability of united action by the Allies in dealing with Germany, it will empha- s z> the pressing need of a new definite attitude on the part of Great Britain to- ward the whole reparations iproblem. It will make clear that if France cannot join Great Britain, the Government will have no alternative but to pursue a sep- a ate course of action. Although this aiiernoon developed into the hottest of the season, the House of Commons was crowded half an hour before three o’elock, at which time the speaker was to take the chair toopen the session. London, July 12th.——Great Britain has informed France and Italy that she is ready to assume the responsibility of preparing the draft of a reply to the German reparation notes. The reply will be submitted to the Allies with the least possible delay, in the hope that they will agree to Its terms. Announcement to this effect was made by Mr. Baldwin in a statement to the House of ommons today on Great Britain’s reparations pol- icy. ‘lhe Government, he said, invites tne sympathy of the Allies and of all in- teresicd states for the progosal, which aehs soely at the pacification of Europe and ibe recovery of the exhausted worid. Mr. Baldwin failed to state what the British proposals wit! be, in the note the Government intends framing, nor did he say anything in regard to an internation- al commissiun to examine into Germany’s capacity to pay. Lausanne, July 12th.—The Turks have dampened the rejoicing of the Near East peace cenference by yaising new dfficul- ties. They want all the British warships withdrawn from the Straits,simulanteous- Iy with the troops, but the British today insisted on their right to keep two cruis- era, pending ratification of the Straits’ Couvention. The British say they are willing to remove all warships when Ar- gora ratifies the treaty, but desire t!e richt to ¢ me back with up to two ervi- sers. Although exhausted from long months of negotiations, Ismet Pasha strenuously contested the British conten- tion, during a session which lasted well into the night, declaring that this was against the spirit, if not against the let- ter of the treaty.
