Labor market data confirm the general slowing trend. The Territory’s unemployment rate increased since June from 8.1 percent to 8.3 percent in September. Underscoring the lackluster job market, jobless claims have also been trending upward since June, to an average of 400 claims in the fourth quarter. Comparatively, unemployment claims averaged 331 in the first quarter, 301 in the second quarter and 327 in the third quarter. …
