Dear Honorable Senator Joseph: It is my honor and pleasure to offer this letter of recommendation in strong support of Attorney Renée Marie André’s nomination to the Superior Court of the Virgin Islands. I regret that I will be unable to attend the April 23, 2026, hearing before the Committee on Rules and Judiciary, as I will be traveling off-island to attend a family wedding. In lieu of my in-person attendance, please accept my written and wholehearted support of Attorney André’s nomination. I am the Founder and Managing Partner of Marjorie Rawls Roberts, P.C., a business and tax law firm founded in 1999 and located on St. Thomas (with clients throughout the U.S. Virgin Islands). As a practicing attorney with more than four decades of experience, I have had the privilege of working alongside Attomey André in a professional capacity for more than 20 years. I first met Renée when she joined my practice as an intern/paralegal for a year after her graduation from Paine College (where she was the valedictorian) and before commencing her studies in law at West Virginia University. Her strong performance impressed me so much that I offered her an associate position at the firm before she had even commenced her legal studies. I was thrilled when she graduated from West Virginia University with distinction, completed a rigorous Federal judicial clerkship for District Court Judge Curtis Gomez, and then joined my practice four years after her internship, rising from an Associate to Partner over time. Over the years, Attorney André and I have collaborated in representation of hundreds if not thousands of clients, and I have consistently been impressed by her strong analytical skills, thoughtful decision making, and well-reasoned judgment. Attorney André is a consummate problem-solver with exceptionally strong oral and written communication skills. Known for her calm and thoughtful demeanor, she is highly regarded by colleagues in the legal community and trusted by our clients, who rely on her solid capabilities in evaluation and objective analysis. Beyond her professional excellence, Attorney André has consistently maintained an unwavering commitment to service. Although our firm’s practice is primarily focused on business and tax law, Attorney André has maintained steady representation of court-appointed clients across a wide range of civil, criminal and family matters. Whether addressing intricate legal questions, managing complex and high-stakes litigation, or counseling court-appointed clients through difficult circumstances, Attorney André has represented her clients with professionalism and steadfast commitment to Justice. Further, when our The Honorable Carla J. Joseph Chair, Committee on Rules and Judiciary Legislature of the Virgin Islands April 22, 2026 Page |2 business and tax clients have legal issues that require court representation, Attorney André is our go-to firm member to advise them about the litigation options and to monitor the cases closely (and in some cases represent them in court) so she will bring a strong understanding of business and tax matters to her position as judge. Her keen knowledge of business law will be valuable should such cases come before her. Attorney André’s dedication to upholding the rule of law and serving the broader community are without equal. Candidly, it will be very hard to lose her as a cornerstone of our firm. However, I am certain that she will become an equally vital cornerstone of the USVI judiciary. To summarize, I am confident that Attorney André will serve with distinction and honor, bringing fairness, wisdom, and compassion to the bench. I strongly urge you to give full consideration and approval to her nomination. Please feel free to contact me at (340) 776-7235 with any questions or for any additional information. Sincerely, Marjorie Rawls Roberts, Esq.
