Some discussion took place as to pro- cedure of tuking down the speeches of members, of reading the minutes before the meetings ,and as to publishing them. t'inally after ful discussion the Chair- man remarked: As regards these min- utes the Government Secretary has for- wardad a memoranduam of corrections which he desires to nave incorporated in the records and which is us follo vs: Page 2. Commezree and La- hor, 1o this eonnection, we have three separate departments in the Federal Governmont deuling with these three fundamentals, but here one department is suifi- cient,”’ Paze 2, Columin 3, second paragraph, should read: ‘'Just one more word by wav of explanation, if 1 may be permitted, to the remarks of the Honorable Ist Member for Frederiksted Town on the word **Civil'’. He is quite correct when he says that the word *‘Ci- vil'' need not be there, because we have a civil form of Govern- ment in these islands. We had a civit form of Government under Denmark and we still have it. Niv conceprion of the term “‘eivil Lovernnie nt’” is s form of gov- erument in which the people have a direet voice 1n taking the laws governicy them, A navail (mih- tary) form of Government is a Government by “'d cree’’ under which the peopte have no voice in the making of laws. It cannot be dented that the people of St Croix have a great deal to say in the making of the laws gov- erning tnem, otherwise there would be no need of the Colonial Councils. ‘The fact that a Naval Oflicer 1s appointed Governor of these islands and that Naval Offi- cers are loaned to fill civil posi- tions, does not alter the case in any way. I therefore submit that we have a Civil Form of Govern- ment in these islands’’. 3rd Appointed Member (Armstrong) £ ¢l 5 Vls entered the meeting and took his seat as Secretary :o?z’e Council: 2nd Mem®r for Christiansted Town (Canegete) moved that the® corrections be inecorporated and adozted by the Couneil. The motion was adopted and it was ordered that the corrections be incor- porated in the records. 4th Appointed Memher (Blackwood): Mr. Chairman. I have already sub nit- ted my corrections to those minutes in writing. The Chairman read memorandum of correcdions filed by 4th Appointed Mem- ber (Blackwood) and asked if members had any objections ¢o the memorandum as read. 2nd Member for Frederikstad Country Distriet (Curry) entered the meeting at this stage of the preceedings. [t was moved by 2nd Member for Cristiansted Town (Canecata) and adopted that the momarandum of eor- rections in question be laid on the tabie. Accordingly the socumen was laid on the table. \WWith these ecorrec’ions minutes of meetinz of February 7 w.re tacitly adopted, The adoptien of the minutes of the meeting held Mareh 3vd was next consid- l‘,‘l‘(‘d. Ist Member torn Christiansted Country Distriet (Jess:n) took the word and said, —Mr. Chairman. At that meetiog a report of the Chrmmission administer- ing the Public Village at King’s Hill was passed around to those members present. No mentioa 1s made of it in the minutes of tha: meeting. 3rd Member for Christiarsted Couniry Distriet (Robt. W. Skeoch): Mr. Chair- man. [ acted as Chairman for that meeting, and wish to say that the report referred to was presented, but disap- peared suddenly from the table and therefore no mention of it couald have bheen made in the minutes of that meet- ine The Chairman: 1 have succeeded in finding the copy of the report which I am sure will give pleasure to the Honorable Ist Member for Christianstedi Country D'striet. The report wili be published and filed in the archives of the Council, The Chairimman remarked: As far as | can see this is a matter that should be torwarded to the Municipal Commiiiee for recommendation, % There being no further cbje=ction the minates of the meeting hzld Marea 3 were taeitly adopted. The Chairman brought up the min-tes of the meeting held April 4:h for adop- tion. Ath Member for Frederiksted Country Distriet (Andersen) moved and it was adopted that the adoption of the minutes for the meeting bheld April 4ta be post- poned. Accordingly the adoption of the min- utes referred to above was postponed. Item 1. Colonial Council Bill No. 19. Fourth Counctl, First Session. Continuation of Ist discussion on Co- lonial Couneit Bill No 19, draft of an Ordinanecs introduced by 2nd Mem- her for rederiksted Town (Merwin) vroviding for a revision of Public Holidays in St. Croix. The Chairman in order to further the Ordinance iniroduced by him vacated the Chair and asked the Vice-Chairman to take his place. o9nd Member for Frederiksted Town (Merwin) remarked: Me. Chairman. When this ordinance was introduced I was prevented by illpess from doing so personaily and asked the Honorable 2nd Member for Frederiksted Country Di - triet to introduce it. The bill was con- tinued until this meeting oo first discus- sion aad today 1 have the opportunity of giving further expianation cn it, I have to say that the present Holiday Bill which was approved by Governr Oman is the sics: holidav bili passed 1 this island since the transfer. I spoke to Governor Oman then as to the advisabili ty of haviny such days as Kaster Mon day and Whit Monrday incorporated iw the bili. It is to be expected thai the people of these islands cannot center their winds on the American lHoidays as the people on the mainland do. We eliminated at the time all the holidays that were not considered essential, such as Julv 25th and QOctober 25th ‘ihe in- babitants of these islands feel that Memoriai Day should be a holiday, and Lincoln’s bßirthdav. All the States in Continental America with a few excep tions, have adopted nine holidays a yeur. We have in the Ordinance now in force ten holidays, with two added it will will bring the number to twelve. It is not not considered good policy to have too many holidays. In the neighbouring islands only five holidays a year are ob- served. Ist Member for Christiansted Town (Abramson) remarked: Mr. Viee Chan- man. With regard to this holiday biil several of my constituents have asked me to include Transtfer Day as it is con- sidered by the people to be a very impor- tant day, being the oecasivon on which the American flag unfurled for the first time on this island. In drafting the holiday bill now in force it was an oversizht on the part of this Council to omit [ransfer Day. I now ask that that day be included in the list of holidays. 2nd Member for Christiansted Country Distriet (Berg) remarked: Mr. Vice- Chairman. 1 am willing to vote for an amendment on the lines suggested by the Honorable Ist Member for Christiansted Town. ist Member for Frederiksted Town (Jackson) remarked: Mr. Vice-Chairman.
