Be it wresolved by (he Colonial Couneil of the Municipality of St. Croix in sesston assembled: That the Governor be and he is hereby requested (o expend from item X. 50 of the Budget for the Municipality of St. Croix for the fiscal year 1923—1924, the sum of Francs 4000.00 and to set up a re- volying fund to be designated “well drilling fund’” to which fund shall be credited the said Francs 4000.00. To this fund shall be charged all expenses in cornection with the drilling of public end private wells and it shall be credited with all monies received fer the drilling of such wells. PROVIDED, that the entire cost of well drilling, including labor and materials plus a fixed percentage thereon to cover repairs and de- preciation of ejuipment, shall be
