ACING 8262 BILL NO. 33-0 134 THIRTY-THIRD LEGiSLATURE OF THE VIRGIN ISLANDS Regular Session 2019 An Act amending title 17. chapter 15 of the Virgin Islands (‘ode to establish a Psychiatric Medical Doctoral Program Scholarship ---0--- WHEREAS, for decades, in both districts, the Department of Health has had to share a psychiatrist with the hospitals and the Bureau of Coi-rections; WHEREAS, the Department of Health currently does not have a psychiatrist on staff, and the position is one of several key positions that has remained vacant; WHEREAS, a state of emergency for mental healthcare was declared in the United States Virgin Islands, via Executive Order due to a shortage of psychiatric physicians and behavioral health providers: VHEREAS, the Department of Health is responsible for health promotion and protection, regulation of healthcare providcrs and facilities, and policy development and planning, as well as maintaining the vital statistics for the population; WHEREAS, the Department of Health has utilized finds to support off-island care for behavioral clients; and WHEREAS, stren …
