Describe any areas of concentrated need or special issues within communities served by water utilities within your state, territory, or tribal area. 1.2 Operational Priorities and Emergency Flexibilities Consistent with goal of the American Rescue Plan to provide immediate relief to the American people, briefly describe the operational priorities within your state. territory or tribal area (e.g. immediate restoration of services to households without current water services, immediate payment of existing arrearages to prevent disconnection of drinking water or wastewater services after a previous moratorium on water services due to Covid-19). 1.3 Expected Date for Initial Water Payments on Behalf of Households Provide an estimated date by which payments will be initiated based on the operational priorities identified above (e.g. first stage of payments to restore services for currently disconnected households, etc.). Unemployment within the VI remains high. The VI consist of 4 incongruent islands. Presently, Lime Tree, a major employer within the VI has declared bankruptcy and thousands of employees are being laid off. The VI main industry, tourism is at a standstill due to COVID. The main sources of water for residents of the VI are public portable water and cisterns. Residents are experiencing difficulty in paying their water bills and purchasing water for cisterns. the VI has been experiencing a very dry spell of no rain for the past several months. DHS is in the process of entering into an Agreement with the utility company, V.I. Water and Power Authority (WAPA), to maintain and sustain arrearages, prevent disconnection, and pay reconnection fees. Additionally, DHS will reach out to Private Water Haulers to engage their participation in providing Water for Cisterns. Although the Virgin Islands population obtains water from WAPA via the potable water system, a large percentage of the population depend on their cisterns for water. Consequently, DHS will engage both WAPA and Private Water Haulers in each district. The physically disabled can also appoint an authorized Representative to act on their behalf. (Grantees Other Than Individuals) The grantee certifies that it will or will continue to provide a drug-free workplace by:, (a) Publishing a Statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be taken against employees for violation of such prohibition; (b) Establishing an ongoing drug-free awareness program to inform employees about -- (1) The dangers of drug abuse in the workplace; (2) The grantee's policy of maintaining a drug-free workplace; (3) Any available drug counseling, rehabilitation, and employee assistance programs; and (4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace; (c) Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of the Statement required by paragraph (a); (d) Notifying the employee in the Statement required by paragraph (a) that, as a condition of employment under the grant, the employee will -- (1) Abide by the terms of the Statement; and (2) Notify the employer in writing of his or her conviction for a violation of a criminal drug statute occurring in the workplace no later than five calendar days after such conviction; (e) Notifying the agency in writing, within ten calendar days after receiving notice under paragraph (d)(2) from an employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must provide notice, including position title, to every grant officer or other designee on whose grant activity the convicted employee was working, unless the Federal agency has designated a central point for the receipt of such notices.
