July 16 U.S. Virgin Islands — Governor Albert Bryan Jr. met Monday with the leadership of the Virgin Islands Professional Charter Yacht Association (VIPCA) to discuss a comprehensive vision for growing and revitalizing the Territory’s marine tourism sector. The meeting was joined by VIPCA’s longtime maritime advocate Oriel Blake and its new Executive Director, Kenan Cummings. Together with Governor Bryan, the group explored strategies to strengthen the charter yacht industry, expand access to moorings, and further invest in workforce development tied to the blue economy. Governor Bryan reaffirmed his administration’s full commitment to the Marine Charter Business Revitalization Act , a sweeping proposal that would deliver 10 years of tax relief for charter and day yacht operators—cutting gross receipts tax to 2.5%, slashing income tax obligations by 50%, and providing targeted fuel concessions. These incentives are aimed at both existing marine businesses and those relocating or launching operations in the U.S. Virgin Islands. The Governor also outlined his vision for enhancing critical infrastructure to support the industry’s growth, including increased access to mooring fields, the development of sail-up and swim-up beaches, and the expansion of beachfront dining and amenities across the islands. As part of this plan, a portion of the Department of Tourism’s budget will be dedicated to marketing the Virgin Islands’ marine tourism sector, with a special emphasis on charter yachts, scuba diving, sportfishing, and other ocean-based experiences.
