VIPD continues to make progress in bringing all paragraphs of the Consent Decree into substantial compliance. At the close of the last reporting period, VIPD had failed to achieve full compliance in four paragraphs (37, 64, 65 and 71) of the Consent Decree, in two categories: Use of Force and Management and Supervision. During this reporting period, VIPD achieved full compliance in another paragraph: Management and Supervision, paragraph 65. …
