Jusserand, Frencn Ambassador to the United States, has heen informed by the French Govt that the revarations proposals, as trans- mitted to the Washington ‘rovi.,are abso- lutaly unacceptable. The French point of view is that these proposals instead of making any advance toward a satisfac- tory seitiem -nt of the reparations ques tions are rather a step backward. It is pointed out in official circles that the Germans, in their proposal re precise in their demands and extremely vague in their offers and that what they ' ro- pose would yield tc Hranee @ 'ly one third of the French reparations claims and that onlv conditionally. An un- prec:dented volume o German goods is bcing dumpeal upon thz2 British markst. iondon, Aprii 28th. -Announcement was made by the bark of England this morning, that the bank’s rate has been reduced to six and one half per cent. For the past twelve months it has re mained at seven per cent. Tlhe reduec- tion was a concession to the t -aders and advocaies of cheaser money, nand it came somewhat unexpectedly at this time. It had been thought that authori- ties would await decision of the coaldis- pute and the outcome of the deliberations of 1@ Aliied Supreme Council on repara- tions before making a move. The anxiety to ease conditions for the commercial commuity, and the weight of favourable factors however influenced the directors of the bank in their decision to reduce the rates, which is expected infinancial cireles, to be followed by another ro- duction in the near future. The dis- count market immediately adjusted its rates o eniacid: with the bank rate, whilz baukers are considering the ad visability of lower deposit rates. Bombay, April 28th.—The Times of India says today a serious riot is re- ported to have occurred at Malegaon, north-east of Nasik. Telegragh wires in that distriect have been cut and no details of the riot have been reczivad although a namber of consrables are reporied to have been killed and a sub- inspector and a magistrate injured. Troops ani police have been sent to the scene. {,ondon, April 28th, The negotiations which have been in progress with the purpose of endeavouring to end the coal strike reached another complete dead- \ock today, when the Miners Federation No 99. rejected tne Govt. latest offer to increase the temporary subsidy to the industry. The rejection was made by an over- whelming majority of the miners dele- gates, because the offer fails to con- cede the fundamental prineiple for which they stand. London, April 28th.—According (o the returns published by the labor depart- ment of the Board of T'rude, there were at the beginning of the present week 1,774,400 persons out of employment in the United Kingdom. The increase ovar the previous week was 8,100. Un- employment figures have been materially auvmented as a consequence of the min- ers strike, but even an early settle- mcat of that trouble holds little pros- pect of the absorption of the vast armies of unemployed who are presenting a problem of increasing difficulty and dan- ger.
