JACKsoN, aged 35, youngest daughter of the late Mr. Fred: erick C. Jackson Sr. died yesterday af- ternoon at 3.30 o’clock at her residence in Company Street. The funeral to wh ch all friends and acquaintances are invit- ed takes piace this afternoon at 4 350 o’cloek. She leaves behind to mcurn Ler loss, Bandmaster Fred. [ don’t think it will be necessary to in- crease the subsidies to the Bands; all that is necessary is to put the Bands in- der the Kducation Department and eall them two special teachers. The Bands are educational institutions and very use- ful to tkis community; if we haven’t che | bands the depression will be so much feit that, instead of waiting until their | parents who are away send for them, the | yvonn?z people of this island will go away in bateaus and boats, anything they can | get, | 3rd Member for Christiansted Town (Alexander) remarked: Mr. Chairman. | I just want to endorse the amendment introduced and the remarks made by the Honorable 2nd Member for Christians ed Town. The Rands are furnishing a great deal of recretion to this commu- nity; they are the orly means of amuse- ment we have. 1 don’t say to increase £ UL 0L AN T the subsidies, but let them have waat they were getting botfore. i¥4th Member for Frederiksted Country District [Andersen] remarked: Mr. Chair- man. J amin sympathy with the Bands, but I don’t agree to take th2 amount from the Reserve Fund 2s thisis not a case of emergency. [ would Lke to ask the Honorable 2nd Member for Chyis- tian ted Town to stace, it he knows, hhw many p2rsons livinz in the two towns that are suobseribin2 towards the main- tenance of the Bands? If a number of persons subseribe $lO each towvards the supvort Jof the Bands that would be a very good idea. If { were living 1n town I would suhseribe 310 out of my pocket towards the support of the Band. Ist Member for Frederiksted Town (Jackson): Mr. Chairman. 1 want to intorm the Honorabie 4th Member for Frederiksted Country District that when the Band in Frederiksted was organiz d althouzh I was not living in Frederiksted I had several persons endorse a note on the Bank for me to pay for Instruments for the Band, which they have already pa d back. It is quite easy to switch the bands under the Koucation Departme2nt as educational institutions and call them snecial teachers. 2nd Member for Christiansted Town [Canegata] remark:d: Mr. Chairman. With regard to the remarks of the Hon- orable 4'h Member for Frederiksted Country Distriet 1 wish to state thet [ am perfectly in accord that the Reserve Fund is not to be used exeept in the case of an emergency; but it is not the lKe- serve Fund we will be using, it is the in- terest. | know of many public spirited persons who have subseribad towards the support of the Bands and I am sure pri- vate contributions would sti!l be aceept- ed. : 4th Memb-=r for rrederiksted Country District (Andersen) remarked: Mr. Chair- man As regard; traveling 2xpenses for Fagineers for testing boilers, I have not seen trat under Miseellaneous; it seems as if that has been forgotten. The Des- patching Secretary has fourd out that a number of boilers wiil necessarily have to be tested this year, and as th's is a matter that has been created by law the amount will have to be budgectted. Government Secrctary (Zune) remark- ed: Mr. Chairman. Os cocurse, these amounts were leftout in a very weak ef- fort towards economy. If it is felt that music is essential to the economie good of theisland to the extent of doubling the amount of subsidy now provided, all | can state is that Government has no ob- jection; it simply means that we must deal with that in addition to the many other items which we may not see our way towards financing in the future and Government would 10t objeet to inciud- ing these amounts ii’ the Colonial Couneil thinks it necessary. However, I do not like the matter myseif of app'ying the in- terest from the Reserve Fund tothis ad- { ditional subsidy, and I would like to ask | one question in that conrvection. [ un- t derstand that monev may not be utilized | from the Reserve Fand except by ordin- . ance. With regard to interest from the i Reserve Fund, does it mean that an or- dinance 13 necessaiy, or what 1s the pro- ~ ceedure for covering this money into the i Colonial Treasury? 2nd Member for Christiansted Town ' (Canegata) in replying to the last spenk- . er said,— Mr. Chairman. When the De- i serve Fund was established the prineiplo " was that the capitzal eould not be toueched . except by ordinance, but the interest may appear on the budget, Government Secretary (Zan»): Mr. Chairman. Jf we think that this ad- dijional exp~nditure is necessary—and ~ honestly I canno®see, in the light' of our meager finances lLiow it can be thought so—let us go ahead and bring it in as an amendment and inc use it under our ex- penditures.
