The Honora- &1 L Kl 2 A Y= bie 2nd Membezar for Christiansted Town stated in his explanations the reasons tor deletion of the personal tax that the Committee of the whole House belicves that the work of assessing the whole is- laad is too greata task to impose upon one man, and that the Committee has formulated a committee of five men to do this work. An ordinance similar to the one now unhder discussion and which was introduced here two years ago has been working in St. Thomas for the year 1922 and has not been fourd too great a task for ore man to assess all the properties in St. Thomas and St. John. As to expenses, the Tax Assessor is appointed at $1.200 per year, his oftice expense: will not exceed SSOO. If $5,000 15 to be collected as the Honorable 2nd Member lor Christiansted Town has said, the assessor, in carrying out the duti.s of his office in issessing the real proper- ties can, at the same time, assess the personal properties also. ‘The method adopted in St. Thomas is to send out a priated form asking the owner to give such informeation a: would be of value to the assessor, and th2 assessor takes this form in actual view In assessing. He is not arbitrary. It is difficalt to ask the Colonial Counecii to visualize the work, but I venture to say that in one year after the law has been put in opera- tion the man in the swreet will have a great {amiliarity with the tax he has to pay. As 1 previously stated it is the fundamental principle of the Govern- rment of the Virgin Islands that personal property be liabie to taxation as the reai property. 2nd Member for Christiansted Town (Canegald) remarked: Mr. Chairman, I am very sorry I am forzced tu speak to- day for I always like to study my point before 1 speak. What I said was no assessor can be expected to assess with accuracy, and in support of that 1 queted the report of the Tax Commission of Vir- ginia. Perhaps I did not explain myself quite plainly. T'homas the owner day, it is dated April 13. 1923, and1 see a commitlee report on taxes which is as follows: : “*After careful study of the ordin- ance providing for t{ue assessment, levy and eollection of Taxes upon Real ' and personal property, the committee finds that the eonditions of the isiands are ai present sn that as few burdens as possible shouid be placed on an al- ready struggiing commnity, and as much encouragement as po-sidle given to induce initiative and eapital to the islands, for which reasons, the Com- mittee cannot recommend any Tax whaztever on personal propertv. “On the other hand the Committee considers’ it reasonable ithat everyone possessing real estate located in the community and who can thus be said to econtrol or hold its natural resources should in due measare partake 1n the burdens of the community, and coatri- hute towards its upkeep and reusona- bi: and necessary expenses.’’ “For these reasons the Committee recommends the tax on rz2al estate, witn due consideration given to the de- plorable and depressed state of atfairs ruling in the isliond owing to oeneral conditions: and also with a view of en- couraging industry by not plac.ng an undue lax burden: we recommend the following amondments:”’ ““The tux on personal proverty han- dicans the local business man, as it draws upon such non-producing re- venue material or on stock from which revenue is very limited or uacertuain, and in the end works against the in- come tax as th2 ilimited mzaus of the local business man does not permit him large investmeuts wherelrom propor- tiongtely large gains may be derived. The reasoning of the Committee is in line with our reasoning. [ am willing to pay as much tax asitis possible for me to pay. but I am not willing to be taxed ont of house and home. That’s Americanism; and 1 pro- fess to be an American, and a red blood- ed one at that, Ist Member for Fredcriested Country Distriet {(Andersen) remarked: M. Chairman. 1 would again like to put on record something, and that is, the dun- gerous condition the enterprises of the island are in at present. ‘The Company I am representing had a loss last year oif about I'rs. 800,000 and of that loss the land tax, road tax, Immigration Tax, Export Tax and other taxes amount- ed to sbout Frs. 250,000. I cousider increased taxation at the present tene out of the question. It may be possible to talk about increasing taxation a a future time but not at present.
