February 23, 2026 Mr. Troy de Chabert-Schuster Executive Director AARP Virgin Islands Dear Mr. de Chabert-Schuster, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I formally invite you to testify during Block I (10:00 AM – 1:00 PM) of the Committee hearing scheduled for Friday, March 20, 2026, at the Earle B. Ottley Legislative Hall on St. Thomas. The hearing will focus on “Aging with Dignity: Oversight of Nursing Homes and CMS Certification Readiness in the Virgin Islands.” As Executive Director of AARP Virgin Islands, your insight and advocacy on behalf of our senior population are critical to this discussion. I respectfully request that your testimony address: • The current state of nursing home and long-term care services in the Territory. • Barriers affecting seniors access to safe, affordable, and high-quality care. • Policy recommendations to strengthen oversight and CMS certification readiness. • Strategies to ensure seniors can age with dignity in the Virgin Islands.
