We are here to present and justify the Virgin Islands Department of Agriculture (VIDA) fiscal year 2026 budget request. I am Louis Emanuel Petersen, Jr., Commissioner of the VIDA. Here with me today are Assistant Commissioner Billy Abraham, Deputy Commissioner Riise Richards, Director of Administration and Management Aaron Bryan, Administrator of Fiscal and Personnel Services, and Director of Agricultural Development James Henderson, and attending virtually are Fiscal Officer Renney Charles, Financial Supervisor Jerrilyn Abraham, Director of the Abattoir Curleen Rogers, Assistant Property Manager Tafari Tzaddi, Property Inspector Jamal Rogers, Marketing Program Director Shantel Douglas, Hemp Division Director Clifford Joseph, Forest Stewardship Coordinator Mathilde Wilson, and Urban and Community Forestry Coordinator Preston Brooks. Although not physically present, I would like to acknowledge and express my sincere appreciation to the other hardworking men and women of the Virgin Islands Department of Agriculture, and the farmers throughout the territory. BACKGROUND The Virgin Islands Department of Agriculture was created pursuant to Title 3, Chapter 17, Section 291. Act Number 5265 repealed this Section and established the Department of Economic Development and Agriculture and in 1995, Act No. 5265 as amended by Act. No. 6070, abolished the Department of Economic Development and Agriculture and created two separate entities, the Department of Agriculture, and the Department of Tourism. Fiscal Year 2026 Budget Hearing – August 15, 2025 Our mission is to develop, support, and promote an economically lucrative agricultural industry in the U.S. Virgin Islands while supporting farmers, consumers, and the environment. According to 3 VIC SS§ 291, our primary responsibilities include providing basic agricultural services and technical support. We fulfill our mission and responsibilities through our operational divisions, including Food Production, Marketing, Agricultural Development, Abattoir Services, Veterinary Services, Administration and Management, Forestry, Nursery and the Industrial Hemp Program. FY 2026 BUDGET PROJECTION The fiscal year 2026 General Fund request for the Virgin Islands Department of Agriculture is $5,268,235. An amount of $4,585,694 is appropriated to "Personnel" and "Fringe Benefits", while $148,874 is allocated toward "Supplies", $160,000 toward "Utilities" and $373,667 toward "Other Services.” The recommended budget for VIDA also includes $500,000 contributed to the Agriculture Revolving Fund from the Tourism Advertising Revolving Fund (Act 7767) and $246,277 for the Industrial Hemp Commission under the Miscellaneous category. This brings the total appropriation to $6,014,512 for FY 2026. We also anticipate approximately $ 904,045 in non-appropriated funds from the Agriculture Revolving Fund, generated from the sales and services of planting materials such as seeds, seedlings, equipment rentals, and land rental fees. The remaining balance of federal grants funds already awarded such as the multi-year USDA Specialty Crops Grants, Forest Legacy Grants, Urban Forestry Grants, and other grants total $11,486,594.97. This results in a grand total of $17,501,107 in funds available for FY 2026. Fiscal Year 2026 Budget Hearing – August 15, 2025 ADMINISTRATION • During FY 25, the VIDA administrative team participated in productive meetings with the Office of Collective Bargaining, and the leadership of the OVILU employees’ union which resulted in salary increases and hazardous pay for staff. Our team is extremely proud of this progress on behalf of our hardworking employees. At this time, it is my pleasure to publicly applaud our 2025 Employees of the Year – Mr. Shawaki Murray in the St. Croix District and Mr. Henry Prentice in the St. Thomas/St. John District – for their exemplary work and commitment to the Department of Agriculture and its clients. • The administrative team also worked diligently to hire much needed staff and fill vacant positions, including the maintenance engineer and a heavy equipment operator. We are currently in the process of interviewing applicants for other vacancies such as the chief butcher position and identifying candidates for other very critical positions such as the procurement officer and administrator of fiscal and personnel services. Regarding our staff vacancies, we have identified strong candidates to fill each position by the end of FY 26; their interviews will be scheduled within the next eight weeks. A full complement of our staff is necessary to implement and fulfill the mandates of the USVI Agricultural Plan. • During the current fiscal year, the VIDA management team continued to expend significant time and effort, actively participating in the biweekly meetings of the Local Farm and Food Council, the entity responsible for overseeing the implementation of the USVI Agricultural Plan. The Council meetings are co-chaired by the UVI President and the Commissioner of Agriculture. The Council membership also includes the Commissioner of the Department of Planning and Natural Resources, the Commissioner Fiscal Year 2026 Budget Hearing – August 15, 2025 DEPARTMENTAL UPDATES of Education, The Director of the Economic Development Authority, farmers, fishermen, and the President of Island Green Living. Since a testimony will be delivered on behalf of the council, I will not elaborate any further except to comment on the Department of Agriculture’s allotment for implementation of the plan. Pursuant to Act # 8918 (Section 3) as amended by Act # 8979 (Section 12) we are awaiting the release of $383,000 to VIDA for the hiring of critical staff to enhance our professional capacity. Once these funds are released, our request to this committee is that the funding remains available until expended. MARKETING During FY 25, the VIDA Marketing Division executed the following initiatives: • In response to numerous requests from our clientele, the Julie Mango in Every Yard Program will be offered for the second time, enrolling 60 participants (both districts) in a comprehensive three-day workshop that focuses on grafting, pruning, and overall tree care maintenance. The workshops are being conducted this month. A total of $43,662.46 in project funding has been spent thus far. • The Marketing Division has launched a marketing initiative to promote the VIDA farmers markets; the planned activities are designed to elevate the visibility and patronage of farmers' markets throughout the Territory. This initiative includes creating educational promotional materials, hosting a radio program, and issuing advertisements across various platforms. Additionally, VIDA has partnered with the VI Good Food Coalition to organize a Farmers Market Conference. This conference is designed to educate the community about the offerings available at the markets and to highlight the Fiscal Year 2026 Budget Hearing – August 15, 2025 importance of supporting local specialty crop producers. To date, a total of $154,873.88 in grant funding has been spent on the outdoor farmers’ market initiative. • The Marketing Division has submitted its 2025 Specialty Crop Block Grant proposal, pending approval from the USDA Agricultural Marketing Service. Among the significant projects proposed is one that aims to educate farmers about the Cooperative Business Model which is designed to improve productivity and marketing of specialty crops in the U.S. Virgin Islands. • Youth Agriculture Development Program - With funding support from the USDA Specialty Crops Block Grant Program, youth gardening programs have been established in selected housing communities (Kirwan Terrace Housing Community on St. Thomas and Candido Guadalupe Housing Community on St. Croix). The goal of this program is to educate participants regarding the production, marketing, and preparation of locally grown crops. To date $31,256.51 has been invested in this initiative. • The marketing division has officially launched the WIC and Senior Farmers Market Nutrition Programs for FY 2025. In both districts, meetings were held to register farmers interested in participating in these programs, which are designed to provide fresh produce to WIC recipients and low-income seniors. Both programs encourage farm production by purchasing local produce from farmers which is made available to eligible clients in the community. • National Farmers’ Market Week (August 3 – 9, 2025) The Department of Agriculture partnered with farmers, the Department of Health and the Frederiksted Health Center to celebrate National Farmers Market Week and National Health Center Week during earlier this month. Farmers market and health screenings events were hosted on each Fiscal Year 2026 Budget Hearing – August 15, 2025 island to raise awareness of the importance of farmers markets and provide free health related testing for event attendees. This outreach effort was successful on all three islands. COOPERATIVE AGRICULTURAL PEST SURVEY (CAPS PROGRAM) Through a cooperative agreement with the USDA’s Animal and Plant Health Inspection Service, in FY 25 the VIDA received $ 70,000 in financial assistance to hire one staff member to: • Establish and disseminate profiles of plant pests of regulatory significance • Establish and maintain a comprehensive trapping and surveying network using traps and identified survey locations • Enhance the VIDA’s outreach potential and relationship with local farmers through on- farm engagements. • Confirm the presence or absence of specific plant pests that impact the domestic movement of plants and plant products • Establish early detection protocols for the introduction of foreign or exotic pests • Safeguard the economic and environmental stability of the agricultural sector VETERINARY SERVICES • The staff continued to provide general education to livestock farmers, provided technical assistance to improve livestock health and production. • After a 2-year hiatus two cooperative agreements with USDA for disease surveillance and animal traceability in the USVI were re-established. In addition to funding for the Tropical Bont Tick Program, VIDA received a total of $46,584.00 in federal support. Fiscal Year 2026 Budget Hearing – August 15, 2025 • On St. Croix the veterinary team successfully intercepted an imported shipment of contagious goats which, unfortunately, were eventually euthanized. Although their vigilance and swift action in addressing this potential crisis resulted in our territory remaining free of that disease, this necessary action resulted in financial losses for the farmer. • The veterinary team commenced the critical task of reviewing and overhauling the territory’s biosecurity partnerships through meaningful engagements with: ◦ CRAG - Caribbean Risk Assessment Group, Customs and Border Protection, US Postal Service, Private freight shipping companies, Cruise ship companies, and Regional Caribbean country/territory state veterinary officials. • In addition to providing internship opportunities and delivering presentations on career choices in agriculture to young adults, the staff also conducted internal training for local animal handlers at the abattoir regarding how to more efficiently and humanely maneuver livestock. • The staff participated in a multi-day USDA-sponsored round table exercise to test the Puerto Rico incident management plan in preparation for a potential African Swine Fever outbreak in our area. • Sadly, during the past several months, our staff has also had to respond to multiple cases of horse rescues, injuries and deaths. PLANT NURSERY • During FY 2025 the VIDA plant nurseries strived to maintain their routine level of services. These services included the sale of a variety of seeds, seedlings, soil, fertilizer, Fiscal Year 2026 Budget Hearing – August 15, 2025 and livestock feed. The primary issue in this division is the challenge of maintaining a continuous inventory of supplies. This challenge is connected to our territory-wide cash flow situation and the untimely payments to vendors. • On St. Thomas the renovation work on the plant nursery is near completion. This repair project (including repairs to fencing and an auxiliary building) represents $186,000 in FEMA funding. The final phase of repairs involves the construction of new seedling tray benches which will be completed in-house by our hard-working team from both districts. We anticipate resuming services within the next 6 – 8 weeks. FORESTRY The Forest Stewardship Program (FSP) - The purpose of this program is to encourage the long-term stewardship of non-industrial private forest lands by assisting the owners of such lands to manage their forest and related resources more actively. • FSP Coordinator visited all program clients to assist in managing their forested lands and improving the environmental quality of their lands. • VIDA was awarded a $500,000 grant to buy and distribute thousands of fruit tree to farmers and landowners on all islands. The purchase process has begun. Fiscal Year 2026 Budget Hearing – August 15, 2025 • VIDA was awarded a $225,000 Nursery grant for growing thousands of native trees for reforesting our islands and hiring two Nursery Assistants. These staff have already been hired and plant propagation (multiplication) has begun. • VIDA was awarded a $3 million competitive Forest Stewardship Program grant for direct support to forest owners to restore and replant their properties. • VIDA was awarded a $110,500 Forest Action Plan grant for outreach and support of the Forest Stewardship Program clients with their forested land management plans. Forest Legacy Program (FLP) - The purpose of the Forest Legacy Administrative grant funds is to provide staff support to promote the conservation and protection in perpetuity of important forest areas of high environmental importance that are threatened by conversion to non-forest uses in The US Virgin Islands. Forest Legacy Program seeks to identify and preserve land in a forested state, either by full fee acquisition or by conservation easements. • Plans are moving forward for the purchase of 91 acres of land on Inner Brass Island. As a part of ensuring due diligence, the land survey and Yellow Book Appraisal phases have been completed. The next step involves the preparation of a report by the locally contracted appraiser which will be reviewed for approval by a Federal Appraisal team. Once the purchase process is finalized the acreage will become the property of the USVI. It is our hope that this pending acquisition will eventually become a part of the USVI Territorial Park System. Fiscal Year 2026 Budget Hearing – August 15, 2025 The Urban & Community Forestry (U&CF) Program – The goal of the Urban and Community Forestry Department is to enhance and manage the urban forests of the United States Virgin Islands. Our staff accomplished the following during FY 25: • Performed educational outreach and identified key tree species for improving local air quality, followed by the collection of seeds from trees known for air and water quality improvement • Currently developing a US Virgin Island-specific strategic plan for soil erosion and run- off control • Met with governmental organizations regarding their respective responsibilities in reference to the VI Tree Law (BILL NO.32-0062) and its enforcement. In addition to public entities, meetings were also held with the VI Tree Council about tree law and the development of an implementation plan. • Complied list of names of nominees for tree board appointments • Provided educational outreach to public school students regarding the legislation governing the VI Tree Law and engaged students in practices and strategies to promote urban forest sustainability • Completed a tri-island needs assessment to determine the most urgent U&CF needs • Provided technical assistance to Virgin Island residents concerning tree management and succession planning • Provided technical assistance to subgrantees in support of the Mahogany Trail and Claude O Markoe School U&CF-funded projects • Plans to conduct a territory-wide forest inventory for forested stands across the USVI Fiscal Year 2026 Budget Hearing – August 15, 2025 were developed. Prospective maps have been developed featuring hiking trails throughout the Territory • Currently developing a storm recovery action plan in collaboration with WAPA and DPW FOOD PRODUCTION During the current fiscal year, the Division of Food Production continued to: • Assist farmers by providing land preparation, water distribution and delivery services, and infrastructure repairs (i.e. pipelines, pumps, etc.), and by providing hay baling and land preparation services. Approximately 2,000,000 gallons of water were distributed to farmers and 1,700,000 gallons were delivered using our service trucks. In addition, 706,000 gallons of water were collected by farmers from the VIDA standpipe in Estate Lower Love, St. Croix. • Assist other GVI agencies, as necessary, by providing support with heavy equipment • Host and co-host numerous youth groups, and school-based programs to encourage interest among youth in the field of agriculture • Provide heavy equipment and vehicular repair support in both districts INDUSTRIAL HEMP PROGRAM The Hemp Division of the Department of Agriculture is responsible for establishing the standards, practices, procedures, and requirements for the production and sale of hemp and hemp products within the territory pursuant to Act # 7868. During FY 25, the following progress was realized. Fiscal Year 2026 Budget Hearing – August 15, 2025 • The Commission has a full complement of members and actively meets on a monthly basis. • The Hemp Commission members have been actively engaging the members of the Cannabis Advisory Board. Both groups conducted a very productive joint meeting to share information on hemp and cannabis. • The Commission has proposed a set of Rules and Regulations for use in approving businesses that retail HEMP products. The Commission also approved a set of policies that were recommended by the Department of Licensing and Consumer Affairs for licensing HEMP retailers. • This division has two field inspectors who currently support the VIDA in the capacity of farm property managers. Once the Hemp Program is fully functional, these property managers will serve as field inspectors for hemp-based enterprises. • The HC has approved a proposal permitting hemp manufacturers to purchase all locally grown hemp before seeking compliant out-of-territory sources. • There are currently no licensed hemp manufacturing operations in the territory. ABATTOIR DIVISION St. Croix Abattoir • The St. Croix abattoir facility is fully operational. Repairs and upgrades accomplished during FY 25 included a replacement boiler, new blower curtains to improve air quality for employees, and a new rumping station. In addition, all the rusted steam pipes (approximately 50 years old) and insulation were replaced. Fiscal Year 2026 Budget Hearing – August 15, 2025 • We are working diligently to procure a new gutting station and conduct ceiling repairs to address minor leaks. We are awaiting the receipt of price quotations from vendors. • We have requested price quotes for the repair of the processing room which is currently non-functional (not maintaining proper temperature). The quotation received for the purchase and replacement of the condenser is $12,650.00. The replacement of tiles and plumbing repairs will be completed in-house by our team of hardworking employees. • The procurement of additional equipment is in progress with the use of ARPA funds. These upgrades include the installation of a new ventilation system (cleaner air for employees), the installation of a live weight scale for weighing animals at the receiving point, the purchase of a band saw for making specialty cuts, a new compressor, a dehairing machine, and the acquisition of an offal processor for handling entrails- intestines (sausage casings) and stomach lining (tripe). Collectively, these upgrades represent $222,171.33 in improvements to the abattoir facility. • With the hiring of a new maintenance engineer, we are now able to conduct routine maintenance work on machinery and complete minor repairs in a more timely and efficient manner. • To support professional development and enhance our compliance standards, VIDA will invest $15,000 in training for five (5) team members to participate in a Steam Boiler Certification Training and Hazard Analysis & Critical Control Points (HACCP) Certification Program (food safety management training). Fiscal Year 2026 Budget Hearing – August 15, 2025 • In the district of St. Thomas /St. John funding has not been identified for the purchase of a mobile abattoir facility. Therefore, our current plans include the renovation of the existing abattoir facility with the support of the Department of Public Works (DPW). A site visit was recently conducted with our staff and engineers assigned to the project by DPW. We anticipate the development of a complete scope of work for the repairs within the next 30 days. Although additional resources will be needed, we have requested the release of the insurance proceeds in the amount of $518,613.26 from the Office of Disaster Recovery which will be applied to the renovation project. Our agency is also in communication with the Housing Finance Authority to seek funding through the CDBG Mitigation Grant Program. • Previously, livestock from the St. Thomas/St. John District were transported to St. Croix for slaughtering and returned to St. Thomas at the expense of VIDA. However, presently we are unable to provide this service since no marine vessels are traveling a direct route from St. Thomas to St. Croix. Inter-island transport is expected to resume by late August to early September. ST. THOMAS/ST. JOHN DISTRICT In addition to the abattoir renovation project, other initiatives unique to the St. Thomas/St. John District include: • The repair of our of heavy equipment (bulldozer and front-end loader) by our chief mechanic is approximately 90% complete with minor tasks remaining. These repairs will facilitate the continued maintenance and repair of farmland access roads. The use of this in-house expertise is literally saving VIDA thousands of dollars on a weekly basis. Fiscal Year 2026 Budget Hearing – August 15, 2025 St. Thomas Abattoir • During the past several weeks VIDA invested a considerable level of resources to improve the access roads in the Bordeaux farmland area. This work included the widening of roads, repair of eroded areas, and the installation of culverts or drainage pipes. More than $10,000 worth of work has been completed to date. • VIDA has just acquired a new 2,500 - gallon water truck at the cost of $230,000 which will significantly enhance our water delivery service to farmers. • With the support of the Department of Public Works, Department of Property and Procurement, the Office of Management and Budget, and the Office of the Governor, we have finally signed the contract for the construction of two 100,000 – gallon cisterns in Estate Bordeaux. The completion of this important ARPA funded project will significantly increase the available water resources to support increased agricultural production. The project is valued at approximately $900,000. • The Bordeaux Watershed Protection and Improvement project represents an agreement (finalized in April 2024) between the VI Department of Agriculture and the USDA Natural Resources Conservation Service's Caribbean Area Office to protect and enhance the Bordeaux watershed through multiple conservation and structural strategies. Upon the conclusion of this multi-year project, water quantity, quality, and availability will be improved to support increased farm production in addition to significantly improved farm access roads. To date, millions of dollars in federal funding have been committed to the project. Like many other federally funded projects, this initiative was suspended in January 2025 and budget adjustments impacted our USDA partners. However, the project has since resumed and is actively moving forward. The planning phase is almost complete and an additional $700,000 has been allocated for the road construction design work. Fiscal Year 2026 Budget Hearing – August 15, 2025 LAND LEASING PROGRAM Regarding the leasing program, written notices are currently being issued to all lease holders and persons occupying acreages. At the end of this notification phase, which concludes on September 30th, all land-occupying clients would have been informed in writing about their status with VIDA and the appropriate action(s) will be taken. All clients with leases (or permits) have already been placed in one of three categories – Good Standing, Poor Standing or Probationary. Once previously “occupied” acreages become available, lease applications will be prepared for new applicants who have already been vetted. VIDA has also identified funds for the surveying (and subdivision) of new unused acreage on St. Thomas and St. Croix. Cost estimates have already been obtained for the survey work. Finally, for the past few years no insurance company in the territory provided liability insurance coverage (required by the lease agreement) for farmers. Thanks to the hard, relentless work of our staff we have remedied this challenge. Presently, at lease three insurance companies are prepared to support our farmers. OTHER ANTICIPATED EXPENSES in FY 26 • Agricultural Conferences - Pursuant to Act # 8306, the Department of Agriculture in partnership with the UVI School of Agriculture and the Department of Tourism will be hosting the first Virgin Islands Agricultural Caribbean Conference which will be held simultaneously with the Caribbean Food Crops Society Meeting during FY 26. This joint event will attract guests from throughout the Caribbean region. We look forward to the support of the 36th Legislature. Our organizing committee is currently seeking other partners and sponsors to ensure the success of these important meetings. Fiscal Year 2026 Budget Hearing – August 15, 2025 • As referenced previously, once the scope of work for the St. Thomas abattoir is completed, supplemental funding will be required to support a request for bids from contractors to execute the project. Based on recent input from DPW, we anticipate the completion of the scope of work by early September of this year. LOOKING FORWARD As we look forward, I reflect on the mandates of the USVI Agricultural Plan and our recent outreach public engagements with farmers and the general community. The meetings provided an opportunity to share critical information with clients while responding to concerns and challenges facing farmers. Subsequently, our team has developed a strategic approach to address the concerns raised by our clients during the upcoming fiscal year. In conjunction with the Office of Management and Budget, the Department of Finance, the Department of Property and Procurement, and the Department of Public Works, with ARPA funds provided by the Office of the Governor, the Honorable Albert Bryan, we look forward to the execution and completion of other projects to acquire resources needed by various VIDA divisions. These include the procurement of heavy equipment and equipment implements, back-up generators for office buildings, equipment upgrades for the abattoir, freezers and coolers for the Marketing Division, storage containers to support cooperative work among farmers, and the purchase of other critical small-type equipment. Collectively, these ARPA funded initiatives will positively impact the farming community by increasing water resources, enhancing VIDA’s capacity to provide heavy equipment services to farmers, improving and expanding the delivery of abattoir services, and improving marketing and storage support. Fiscal Year 2026 Budget Hearing – August 15, 2025 We also look forward to delivering training programs on the Cooperative Business Model in partnership with the Federation of Southern Cooperatives and the West Georgia Farmers’ Cooperative, with formal training sessions starting in FY 2026. This two-year project will be supported with $190,000 in federal funding from the USDA Agricultural Marketing Service. To further incentivize collective work among farmers, VIDA is currently purchasing storage containers (one per island) for use by groups of farmers that seek to make bulk purchases of supplies.
