ACT NO. 6860 BILL NO. 26-0269 TWENTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2006 An Act honoring Arthur Abel posthumously for his contributions to the Virgin Islands and naming a building in the town of Frederiksted in his honor ---0--- WHEREAS, the late Arthur Abel was born in Frederiksted, St. Croix, Danish West Indies in 1902 to James Alexander Abel and Christophenia Wren; and WHEREAS, Mr. Abel was a maintenance engineer for the Department of Public Works from 1916 to 1970; and WHEREAS, he was affectionately known as “Mr. Frederiksted Public Works”; and WHEREAS, Mr. Abel was responsible for building artesian wells to supply water to the town of Frederiksted; and WHEREAS, he managed and maintained the six pumping stations that supplied water to the town of Frederiksted; and WHEREAS, Mr. Abel was responsible for maintaining the roads, sewers, streetlights, wharfs, parks, and beaches; and WHEREAS, he was further responsible for maintaining Fort Frederik, the public schools, the hospitals, and the libraries; and WHEREAS, Mr. …
