July 25, 2019 AMENDMENT 2 – RFP-028-T-2019 (P) – Acquisition of a Mobile Communication Tower Trailer System Questions and Answers ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID PROPOSAL. Questions and Answers: 1st - Project reference - Although our products can be used by various sectors, it has been purchased by DoD (Department of Defense) thus far. DoD clients typically do not provide notarized written consent to speak in favor of a product or supplier. Is there an alternative solution to this request on your RFQ? Property and Procurement Answer: Please complete the packet as completely as possible and the Evaluation Committee will rate accordingly. 2nd - What is the time frame to attain a valid Virgin Islands business license? Would a license be required if training was hosted in the United States instead? Is that even an option? Property and Procurement Answer: The time frame to obtain a Virgin Islands business license varies based on the company’s responsiveness to providing the required documents to the Department of Licensing and Consumer Affairs. BIT Answer: In the RFP, it states under “Training Requirements” that the “Tower Trailer Systems manufacturer shall provide two-days training at the client’s location in Christiansted, St. Croix, VI for up to 6 attendees.” Training shall be hosted according to the “Training Requirements” listed in the RFP. 3rd - Our towers are made of anodized aluminum and our trailer chassis is hot dipped galvanized steel for maximum corrosion resistance, but no product is corrosion free. One of the unique features of our product is that it will fit fully assembled inside a high cube ISO shipping container. These containers provide excellent protection in corrosive environments. Can you please inform me if the Virgin Islands have a designated building to store these tower systems? If not, would you like for me to include on the RFQ pricing six new air/watertight high cube containers? BIT Answer: The Virgin Islands do not have a designated building to store these tower systems. In the "Other Requirements" section of the RFP, it states that the contractor shall recommend the best value solution for protecting/sheltering each of the six (6) Tower Trailer Systems from the outdoor elements. 4th - How firm are you on the delivery lead time? These systems contain over 2500 parts to complete the entire assembly. It's a process when rushed will increase the risk of interfering with quality. We recommend 20-24 weeks lead time ARO. BIT Answer: The contractor will have 7 months after the execution of the contract to deliver the towers.
