W. Skeoch) received 2 votes and Ist Member for Christiansted Countrv District (Stakemann) and 2nd Member tor Frederiksted (M. M _Skeoch) received 1 vote respectively. The Chairman remarked: [ have re- ceived informatiop that Commander Gaffney will be on the island until the 25th inst., and would like to meet with the Committee; also the Assist. Public Works Officer Mr. Kelly should be in- vited as ex-officio to join the Committee. Item 2. Colonial Council Bill No. 56. ' Resolution-That a commission con- sisting of five (b)) members be ap- pointed by the Colonial Council to revise the existing Police Regu- lations. Introduced by Ist Member for Frederiksted Town - (Coulter). The bill reads as tollows: Colonial Council Bill No. 56. 2nd Council, 2nd Session, 1920—1921. RESOLUTION. Be it resolved by the Colonial Council for St. Crowx 1n session as- sembled: 1. Tlhat a commission consist- ing of five (5) members be appoint- ed by this Council to revise the existing Police Regulations of 30th January, .1915, and to draw up new rules«and regulations in connection with «automobiles and all kinds of motor. vehicles in eperation on the island for- incooperation In the Police Regulations. = K.COULLTER, Ist Member for Frederiksted Town. 15th. March, 1921. Ist ‘Member for Frederiksted Town (Coulter)in introducing the resolution said,—Mr. Chairman, —bhave forwarded this *esolution in the hope that this Coun- cil will give it considzration, and agree to the appointment of the commission asked for. : The reason I have brought this matter forward now is, because there are a few matters with regard to the existing Police Regulations which need revision, 33d there are some few which need to be added to the Police Regulations. Not very long ago, during a discussion in this Council concerning the Sanitary Regula- tions, the question as to the sale of fish on the public streets disclosed the faet, that if the restrictions of the Police Regulations on that question were not contrary to the Ordinance of I_th July, 1911, concerning Trades and Oceupations in St. Croix they were certainly” not in harmony with it. Then again, there are one or two matters concerning which, there are doubts if they are quite in ac- cord with the Code of Laws recently passed. There are such questions in conection with motor vehicular traffic as follows: viz: License for' chaffeurs, and fee for same, a standard size for number boards for automobiles, and motor trucks and trailers, the light for same and gener- al rules and regulations to control such traffic in the Island. We have regula- tions made by the former Director of Police concerning the use of motor trucks and trailers, but they are not in- corporated in the Police Regulations, and they should be. At present automo- biles are running with number boards of sizes varying from 4''x4’ to 11'‘x14”’ and all kinds of lights hanging on be- hind from the ordinary hurricane lan terns to a large carriage lamp. All this should not be,—there should be a stand- ard size number board of & certain color, with letters and figures of a_fix- ed size and color, and these should be made and supplied by the Police Depart- ment for .a certain sum . paid’ by the owner of the vehicle when he comes to re- gister the car and take out ‘a license for it. - Also with regard to the lights, there should bea standard sizeof light. and especially with regard to the rearlight and its control from the inside of ‘the car, ‘ , : Then we should have new regulations relating to the boat traffic in the harbor of Frederiksted, especially as to bum- boats, anda scale of charges for same,
