Francis Jr., Chairman of the Committee on Budget, Appropriations, and Finance, and Members of the 36th Legislature of the U.S. Virgin Islands: |, Peter Ottley, thank you for extending the invitation to testify on Bill No. 36-0089. PEO Productions, LLC, doing business as WSTA Radio, has been looking forward to the opportunity to be considered for a lease agreement with the Government of the Virgin Islands. WSTA Radio Station has served this community for decades and has rightfully earned the reputation of being “The People’s Station.” In times of celebration and in times of crisis, WSTA has remained committed to meeting the needs of its listeners. Our programming—news, information, public service announcements, community-based segments, birthday greetings, and, in moments of personal loss, funeral announcements—has long provided a vital service to the people of this territory. The station began as a family venture. My brothers—Athniel, Andre, and Flavius—along with my sister Margaret and my mother, Iris Ottley, who mortgaged our family home to secure the financing needed to purchase the station, built WSTA from its early foundation. Operated under Ottley Communications Corporation, the station became a platform that launched and supported many of the radio legends we now celebrate in the Virgin Islands. Time brings change, and the moment for WSTA Radio to transition from Ottley Communications Corporation, Inc. to PEO Productions, LLC d/b/a WSTA Radio has arrived. PEO Productions, LLC. has operated in the U.S. Virgin Islands since June 2002, as an audio/video production and promotional company dedicated to highlighting the events, culture, and people of this territory. Our goal is to continue the proud tradition of the original WSTA Radio. We began as community servants, and we intend to remain community servants to the very end. | would like to thank the Bryan/Roach Administration, the Honorable Members of the 36th Legislature of the Virgin Islands, the Department of Property and Procurement, and the community for the unwavering support shown throughout this process. In closing, | must acknowledge my mother for her courage, vision, and willingness to risk what was then her entire fortune to pursue a dream. You may have never heard her voice on the air, but in truth, no one in our family ever spoke louder. | extend special thanks to Senator Marvin Blyden for guiding me through this process, and to the Senators of the Majority Caucus who visited the station for a site tour of the FEMA bunker—your presence and interest were truly appreciated.
