Before the Legislature of the Virgin Islands Dear Senator Joseph: I write this letter in strong support of the nomination of Pedro K. Williams, Esq., who has been nominated by the Honorable Governor Albert A. Bryan, Jr. to serve as a Judge of the Superior Court of the Virgin Islands for the St. Thomas-—St. John District. Attorney Williams was nominated in 2021 to serve on the Public Services Commission. That March his nomination was approved by the Legislature’s Committee on Rules and Judiciary, and subsequently the Committee of the Whole. Since his appointment to serve on the PSC, Attorney Williams has consistently demonstrated an exceptional commitment to the duties of that office. He regularly attends and actively participates in all scheduled and special sessions of the Commission, approaching each matter with a sense of urgency and the highest level of professionalism. During his tenure, he has served with distinction as Vice Chairman of the Commission and currently serves as its Chairman. Chairman Williams is well known for his audible insistence on timely submission of reports and documentation, not out of impatience, but because he is meticulous in his preparation. He carefully reviews volumes of complex filings, detailed reports, analytical materials, and professional and expert testimony to ensure that his decisions are well-reasoned and fully informed. His thoroughness reflects a deep respect for the gravity of regulatory decision-making, approaching each matter with deliberation, discipline, and professionalism. A review of his lines of questioning and methods of examination reveals a disciplined and precise approach. He evaluates not only immediate cause and effect, but also the long-term implications of Commission decisions on the viability, reliability, and fairness of regulated institutions, and prominently their impact on public safety and the overall well-being of the community. In both his private practice as well as his community, civic, and board responsibilities, Mr. Williams has earned a reputation as a thoughtful, fair, and diligent attorney and member. P.O. If you have ever had reason to conduct business with or at his legal practice you would agree that the service rendered reflects a balanced temperament, careful preparation, and a commitment to certify dignity and fairness. Working with Attorney Williams you sense that he comprehends the peculiarity of the legal, cultural, and social topography of the Virgin Islands. His connection to our community and appreciation for regional, national, and global concerns but most distinctly territorial interest, will serve him well on the bench, particularly in a trial court where judges are called upon daily to make decisions that directly affect the lives of our residents. Even prior to his entering private practice, I worked with Attorney Williams at the Department of Planning and Natural Resources. He worked as Counsel with the Office of Coastal Zone Management and I as an Associate Planner with the Office of Comprehensive and Coastal Zone Planning. Our offices worked jointly on numerous development proposals, plans and projects — where he demonstrated time and time again that prudent and judicial service demands independence, ethical strength, and the courage to decide matters with long-term impact on the quality of life of Virgin Islands residents, businesses, institutions and, cultural and historical monuments — based solely on regulations, the law and the facts. Attorney Williams has consistently demonstrated these qualities throughout his professional career. I am confident that he will uphold the highest standards of judicial conduct and honor the trust placed in him by the people of the Virgin Islands. Attorney Williams is exceptionally qualified by virtue of his legal experience, professional integrity, and deep commitment to justice and public service. Throughout his career, he has demonstrated a firm grasp of the law, judgment, and an unwavering respect for the rule of law— qualities that are essential for service on the Superior Court. For these reasons, I respectfully urge this Honorable body to confirm the nomination of Pedro K. Williams, Esq. to the Superior Court of the Virgin Islands. His confirmation would be an asset to the judiciary and a positive step toward maintaining public confidence in our courts.
