Lattempted to get background data on this bill from him but he was unable to give me the political attitude or the administration's stand. From what I can ascertain, this bill was placed in the Legislative mill by Congressman Murray based ona survey conducted by the Civil Service Commission. Apparently, after reviewing the survey, John Macy of the Civil Service Commission asked Congressman Murray to sponsor this bill. This bill seems somewhat of a paradox. The survey conducted by C.S.C. is reported to show (1) it was cheaper to live in the Virgin Islands than in Washington, D.C., (2) Puerto Rico was the same or slightly higher and (3) while Hawaii was too high at 15% no substitute percentage was suggested. The survey showed Alaska to be well deserving of the 25%; in fact, possibly more if it could legally be done. …

If all this is true, it seems odd that the Commission would ask Congressman Murray to do by legislation that which they have the current authority to do (Part 591 Supplement 990-1). I have been unable to obtain through Legislative Liaison or other sources an ex- planation of this situation.
