The Chairman further remarked: Gov- ernment has no remarks to make on tbe budget. 1 will take up the revenue side first, and if members have any re- marks to make on it, the discussion is open. 2nd Member for Christiansted Town (Canegata) would like to know wheth- er St. Thomas gives any contribution towards the support of Richmond Pris- on? Furthermore the member said,— Richmond Prison is 'receiving prisoners from St. Thomas, and if any amount is contributed towards their support, I agk Ithat it be placed on the revenue side of the budget. Commander (Gaffrney) in reply to the last Speaker said—l find the Municipali- ty of St. Thomas does not at present pay a pro rata share to the Richmond Penitentiary, but it will pay an amount and it wil! be forwarded to ‘his Coun- cil. 2nd Member for Christiansted Town (Canegata remarked: Mr. Chairman. With the explanation given it will he difficult, because this matter will be closed today. 1 propose that Comman- der Gaffney communicate to the Council what the amount will be, and it will be added to the revenue side of the bud- get, I notice that St. Thomas has not in the past been giving any support to the Richmond Penitentiary for the pris- oners sent there., 1 would like to know whether the back amounts will be gaid foo? . The Chairman remarked: If members have no further remarks tn make on the revenue side of the Budgetl will * nut it to the vote with the reservation made by the Honorable 2nd Member for Christiansted (Canegata). We will not take into consideration the estimated difference between revenues and expendi- tures. : The revenue side of the budget was put to the vote. elO members voted f{for; none against, ''The Chairman remarked: 'The first item on the expenditure side of the budget is the Colonial Council. 3efore I give the word. [ wish to make a few remarks. 1 understand ihat Vembers of the Municipal Committee are paid $8 00 for travelling expenses each time they attend meetings of the Municipal Committee, while Members of the Coun- cilfare paid $6.00. I wish to ask the Chairman of the Municipal Committee why that is so? Some of the Members of the Council have to travel the same distance ‘as Members of the Municipal Committee, and get $2. less. 2nd Member for Christiansted Town (Canegata): lam surprised to hear the Chairman ask such a question. It is stipulated in the Rules of Business for the Municipal C‘ommittee that Members of the Committee are to be paid the amount paid to officials, that’s an old rule, but Members of the Council are paid according to Resolution passed im this Council. The rate now in existence in the Bookeeping Office is paid to the Members of the Municipal Committee. The Chairman remagked: When I was Chairman of the Municipal Committee, under the Danish Administration, the amount paid to the Municipal Committee for trase .ug expenses was the amount fixed for officials, and it never exceed- ed $7.00. How, and when. did it come to be raised to $8.00? And why should the members of the Council not get the same amount as the members of the Municipal Committee? Why I bring this matter up is, to draw Government’s at- tention to the fact that one cannot tra- vel for twenty cents per mile today. It is unreasonable to expect members to pay eight or nine dollars for car hire and receive only six. 2nd Member for Christiansted Town (Canegata) remarked: Mr. Chairman. I bave only bees Chairman of the Muni- cipal Committee for the past month. | remember some time ago asking .that question; the Honorable ex-Chairman of the Municipal Committee can bear me out, that at that time the Book- keeper was cali in and the travel- ling expense for Members of the Munici- pa! Committee was fixed at SB.OO. 3rd Member for Christiansted Town (Alexander) remarked; Mr. Chairman. I think this a fair opportunity to ask that
