BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID Questions and Answers: 1. Describe the Program Lead's role: Is this a strategic role to coordinate the various IV&V projects? Since the Project Manager is the primary contact person, is the Program Lead's role more behind- the- scenes to ensure that all projects are continuing asplanned? Response: We no longer are of the opinion that the Program Lead role is necessary. 2. Under Project Deliverable Management, the RPF states 'All project deliverable activities shall be coordinated with the PMO Contractor’. In case of a difference of opinion between the IV&V and PMO contractors, will there be a resolution mechanism in place? If not, can the IV&V contractor recommend a conflict resolution strategy? Response: GVI is requesting that all responders recommend a conflict resolution strategy for such instances. 3. The Preliminary Planning section suggests the IV&V vendor leads in preparing all teams for full project initiation, while the PMO RFP suggests the PMO takes a leadership role. Pleaseclarify. Response: The PMO will take the leadership role. 4. How will GVI ensure that the PMO and VIBES (IE&E) contractors share an adequate level of information with the IV&V vendor to assure appropriate conclusions can be drawn about the state of the project? Response: GVI will ensure that the contractor will be included in all aspects of the project and have access to pertinent data. 5. Will compensation be deliverable based or time and materials with a cap based on the cost proposal? Response: All payments will be deliverable based. 6. What is the expectation of invoice frequency: monthly, per deliverable, or other? Response: A mutually agreed upon payment schedule for this deliverable-based engagement will be negotiated by the GVI and the vendor prior to contract execution. 7. What turnaround time can a vendor expect for payment ofinvoices? Response: Every attempt will be made to pay vendor invoices that are submitted properly and timely, within 30 days of receipt. 8. Has GVI ever not paid an invoice for approved and accepted IT project deliverables due to lack of funds? Not to our knowledge. 9. The RFO suggests reasonable travel expenses will be reimbursed. What is the expected turnaround time for reimbursement? Response: A mutually agreed upon payment schedule for this deliverable-based engagement will be negotiated by the GVI and the vendor prior to contract execution. 10. Do you have any expectations for time commitment required for each project role? (example: PM-100%, Deputy PM-50%, Tech Lead-25%, etc.)? Response: GVI has an expectation that the Project Manager and the Deputy Project Manager each will be committed to the project full time. They will jomtly make a determination of what percentage of time will be committed by other members of their project team. 11. Given that VIBES succeeded in automating 70% of the planned design and development effort, is it likely that the VIBES work, and the IV&V contract, could be completed in under 3 years? Response: This is a reasonable assumption. For planning purposes, we will be using a 24-month schedule with two one-year renewable options.
