THE TERRITORY OF THE VIRGIN ISLANDS; and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Civil No. 2008-158 TERRITORY’S NOVEMBER 2023 STATUS REPORT COME NOW the Virgin Islands Police Department and Territory (collectively, “VIPD” or “Territory”), by and through the undersigned counsel, and hereby submit the November 2023 Status Report, as ordered by the Court. The Territory and the Independent Monitoring Team (“IMT”) have continued to meet regularly during this reporting period. These constructive discussions and progress notes, coupled with various management and compliance steps implemented by VIPD, continue to yield positive results. Such progress is reflected in the IMT’s Third Quarter Report, filed with the Court at ECF No. 629. As set forth in the IMT’s Quarterly Report, the Territory has now achieved substantial compliance in 37 of the 42 compliance paragraphs in the Consent Decree. …
