Ist Member for Frederiksted Town ( Tackson) asked for an interpratatinon of Piragraph 11 of the Rules of Business with reference to 3rd discussion. The Viece Chairman: The Honorabl- -Ist Member for Frederiksted Town has asked for an interpretation 2f a portion of Par. 11 of the Rules of Busin2ss. Th= Vice-Chairman read the paragraph in question and said, —At 3rd discussion only Government may bring in amend- ment. Conticuing he said,—The ques tion in some members’ mind is that this i 3 not an amendment. Government ciaims it is an amendment and accomplishas in a few words, in a very short tim2 what would be aceomplished if the Crmmittee Report were taken word for word. [t seems t)» me@ an unnecessary wasce of time to prolong discussion on this amend- ment. Government knows that we will not pass the tax law as proposed. (t seems to me, therefore, only a matter (although 1 am not versed in Parliament- ary Precedure) of going ahead and pase the Committee Report. [ don’: see wha: will be gained by holding up the maiter. Vote down Government’s amendment. 2nd Member for Christiansted Town (Canegata): If the Council votes down Government’s amendment, Government cin say that the Coun=zil has refused to piss the ordinance. Is that what we want to do? The Vice Chairman: Yes. 2nd Member for Frederiksied Town (Canegata): No, we do not waat to vote against the ordinance. We want to pass it as amended by the Commirttee. 2.4 Member for Christiansted Country District (Curry: If we vote Govern- ment’s amendment dowa we violat2 no precedent. We are going to be tax>d to the limit if the budget is not cat down. If the budget is reduced I will vote lor a personal tax. 2nd Member for Chris ianstad Town (Canegata): The Honorable Mzmber is premature. The Vice-Chairman: [ don’t think Government wants to withdraw the amendment. 2nd Member for Christiansted Town (Canegata): Mr. Vice-Chairman. If it is proposed that the Committee reconsider its report. I will vote, but not on the amendment proposed by Government. 4th Appointed Member {Blackwood) re- marked: Mr. Vice-Chairman. The amznd- ment proposed by Government is very easy tounderstand. Thespeaker read the amendment and said,—This amendment is more an ultimatum than anything =T L iREUIx AVIE else. Ist Member for Cnristiansted Town (Abramson) remarked: Mr. Vice-Cnair- man- 1 remember when the Code of Laws was passed by this CouncilI pro- posed that the entire draft be taken as read and 1t was said tnat it would fake up too much time as it was very lengtny. And what is happening today, you go to the Court and cannot know who is the judge and what else, With that in view, 1 propose that the ordinance now before the House be read. It was put to the vote and carried that the ordinance be taken as read. The rate at the eclose eased off to a range of 418 to 4.20 cents. The new quotations of the franc were above the level at which the latest drive agalnst French currency was begun and repre- sented a recovery of about ¥ cent from the record low established last Satur- day. Recovery of the French frane stimalated activity in sterling, and in Belgian franes which jum;:ed almost 20 points to around 3.47. Montreal, March 12th.—Sir William Duff-Reid, builder of the Newfoundland Railway and expresident of the Reid Newfoundland Company, died this after- noon. He was in his 55th year.
