SUBJECT: TES V, EPA CONTRACT NO: 68-W9-0002 Work Assignment C02048 Tutu Veil Field Site St. Thomas, U.S. Virgin Islands TBSV-C02048-EP-CSNN Technical Review of the Soil Gas Survey UST Areas, Four Winds Shopping Center Performed by Target Environmental Services Inc. in September, 1992 Dear Ms. Kwan: Per your request of November 25, 1992, CDM Federal Programs Corporation (CDM Federal) has reviewed the report titled "Soil Gas Survey, UST Areas, Four Winds Shopping Center, Tutu Area, Anna's Retreat, United States Virgin Islands". The report was prepared by Target Environmental Services (Target) on behalf of the law offices of John K. Dema, representing Four Winds Shopping Center. Target conducted the soil gas survey on the western side of the Four Winds Shopping Center. The objectives of the survey were to determine if reported underground storage tanks (USTs) located on the western side of the shopping center might have contributed to contamination previously detected in the parking lot east of the shopping areas,, and to determine if the reported USTs have impacted water or soil quality in the immediate area. Target sampled 35 points on the shopping center's western side for chlorinated hydrocarbons and compounds commonly used as industrial solvents: 1,1-dichloroethene, methylene chloride, trans-1,2-dichloroethene, 1,1-dichloroethane, cis-1,2-dichloroethene, chloroform, 1,1,1- trichloroethane, carbon tetrachloride, trichloroethene (TCE), 1,1,2- trichloroethane, and tetrachloroethene (PCE). Samples were also analyzed for compounds commonly related to petroleum products or petroleum-based solvents: methyl tertiary butyl ether (MTBE), benzene, toluene, ethylbenzene, meta- and para-xylene, and ortho-xylene. The results of the survey indicated low levels of volatile organics (maximum of 77 ug/1 total FID volatiles) related to petroleum products in samples collected adjacent to the Western Auto garage and in one sample collected in the northwestern corner of the Four Winds property. Low levels of tetrachlorethene (PCE) were detected in samples collected in the northern portion of the survey area between the buildings, and in two samples collected adjacent to the southwestern corner of the Four Winds Plaza building. Based on the analytical findings of the soil gas survey, Target concluded the following: o Low levels of petroleum hydrocarbons are present west of the Western Auto garage; o These levels are typical of "background" concentrations common to auto service areas and do not appear to indicate a release; o The contamination may be related to the reported UST in the area, but does not appear to be related or contributing to contamination detcted on the eastern side of the shopping center in a January 1992 soil gas study; and o Low levels of PCE are present north and southwest of the Four Winds ^v Plaza building. The source for this contamination could not be identified without further sampling. Upon review of the field and laboratory procedures and quality control measures utilized during the soil gas survey, CDM Federal has determined that Target's conclusions appear reasonable. The levels of petroleum- related compounds detected do not suggest a release from the reported UST; such levels could be produced by minor petroleum product spills during routine service station operations. CDM Federal has not seen or reviewed the January 1992 Soil Gas Survey of the eastern side of the shopping center which is referred to in this report. Consequently, we could not compare the detections on the east side with those on the west. However, the detections on the western side are low-level and appear to be localized. The areas identified are not likely sources for the soil and groundvater contamination that has been documented on the the eastern side of the shopping center.
