GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: ) ) SANDRA L. SETORIE, EXECUTIVE ) DIRECTOR OF THE VIRGIN ISLANDS ) Order No. 6/2023 PUBLIC SERVICES COMMISSION ) ) ORDER WHEREAS, the Virgin Islands Public Services Commission (hereinafter “PSC” or “Commission” is administered by an Executive Director and an Assistant Executive Director; and WHEREAS, Executive Director Donald G. Cole tendered his resignation to the Governor on August 29, 2022, to be effective September 9, 2022; and WHEREAS, on September 26, 2022, the Commission appointed Ms. Sandra L. Setorie to the position of Interim Executive Director and Ms. Tisean Hendricks as Interim Assistant Executive Director in PSC Order 26/2022; and WHEREAS, in 2021, through Act No. 8471, Section 3, the Legislature substantially amended the statute governing the Directors of the Public Services Commission; and WHEREAS, “the administrative management of the duties and responsibilities of the Public Services Commission under this chapter are vested in an Executive Director who is appointed by the Governor, upon recommendation of the Commission, and with the advice and consent of the Legislature;” and WHEREAS, Sandra L. Setorie has been the experience to meet the requirements of the Title 30, §45, that “(t]he Executive Director must: (1) be knowledgeable and experienced in public administration and fiscal management; (2) be knowledgeable in the areas of utility regulation by the Public Services Commission; and (3) have no pecuniary interest in any entity regulated by the Commission.” WHEREAS, Ms. Setorie has been with the Commission as a complaints officer, and Assistant Executive Director for more than 20 years; and Sandra L. Setorie —- Appointed as Executive Director of the Virgin Islands Public Services Commission WHEREAS, the Commission, through years of working with Ms. Setorie, is confident that Sandra Setorie meets or exceeds each of these requirements; and WHEREAS, the Commission finds that Sandra Setorie’s years of experience with the Commission bring an invaluable historical perspective and knowledge; and WHEREAS, on September 26, 2022, the Commission held a Regular Meeting at its office located at No. 1003 Estate Ross, Suite 4, Barbel Plaza on the island of St. Thomas, United Virgin Islands and via Zoom videoconference; and WHEREAS, after review and deliberation, the Commission voted to RECOMMEND THE APPOINTMENT OF Ms. Sandra L. Setorie as Executive Director of the Virgin Islands Public Services Commission; and NOW THEREFORE, the Commission unanimously recommends the appointment of Sandra Setorie to the position of the Executive Director of the Virgin Islands Public Services Commission.
