(Texaco) and Esso Virgin Islands, Inc. (Esso), is currently conducting a soil and ground-water investigation in the Tutu area, Anna's Retreat, St. Thomas, U.S. Virgin Islands. TEIC retained Geraghty & Miller, Inc. to prepare and implement a work plan which was developed to be incorporated as part of the Administrative Order by Consent issued by the United States Environmental Protection Agency (USEPA), Region II, pursuant to Subtitle I of the Resource Conservation and Recovery Act (RCRA). On behalf of Ana Gloria Ramos, Designated Coordinator for the TEIC, Geraghty & Miller would like to request your assistance in temporary shut-down of active supply wells in the Tutu Area. As part of the USEPA-approved work plan Geraghty & Miller will be performing two 4-hour variable rate step tests and two 24-hour constant rate pumping tests in monitoring wells in the Tutu area to determine aquifer characteristics. The proposed dates for the pumping tests are indicated on Table 1. This work is being coordinated with the USEPA and the Department of Planning and Natural Resources (DPNR). Geraghty & Miller will be collecting continuous, long-term water level data over the next few weeks to determine the impact of the supply wells currently pumping in the Tutu area. The following supply wells may impact the pumping tests: Eglin I, Eglin n, Eglin III, Four Winds I, Four Winds II, and Four Winds III. The locations of these wells are shown on Figure 1 . Since the DPNR is the agency authorized to regulate and permit ground-water usage, it may be necessary for the DPNR to interact with the well owners to provide their cooperation; otherwise it may not be possible to obtain useful data from the pumping tests.
