Thank you for the opportunity to present and testify in support of our FY 2025 budget request. BUDGET PRESENTATION FY 2025 Introduction Introduction DEPARTMENT OF PUBLIC WORKS 2 This is my fourth time appearing before this committee for our presentation, and, as always, DPW remains "On the Move." I am pleased to report that my team and I have kept the commitments from previous budget presentations. We have continued our mission to transition from recovery to transformation – building the territory's resiliency through improved infrastructure. Over the past months, our department has made significant strides in this regard. On St. Croix, the first three bridges – Altona Lagoon, Queen Mary Highway (Route 70), and East Airport Road – are all under active construction and will be completed this summer. By October 2024, we anticipate starting on the next two bridges under the current contract – Route 669, adjacent to the Agricultural Fair Grounds, and Midland Road. Work commenced on Phase 1 of the Christiansted Road Rehabilitation Project in the last forty-five days. Roads like Prince Street, Hill Street, Queen Street, and East Street were all rehabilitated. Phase 2 will include New Street, West Street, Smith Street, Strand Street, Queen Cross Street, and King Street. Residents are seeing much-needed re-paving for segments of the Queen Mary Highway, with Northside Road coming soon. We are focused on improving our major thoroughfares in the St. Croix district, as seen on Melvin Evans Highway. We are closing out the final phase of the highway rehabilitation as the contractor makes final pavement adjustments, waterway improvements, and pavement markings (striping). The Clifton Hill Connector project is in the final phases as the contractor anticipates intersection expansion and streetlight repairs and installation completed by Fall 2024. In the St. Thomas/St. John district, we recently started the last project funded by Act 8454, the First Avenue Drainage Improvements and Road Repairs project. Combined with the Charlotte Amalie Drainage Improvements project, which also recently started, the Bryan- Roach administration is keeping our commitment to improving stormwater management territory-wide, particularly in our historic towns – a key component of building a resilient transportation infrastructure system. Over the past months, several FEMA-funded road projects were completed. Areas such as Fortuna/Bordeaux, Estate Nazareth, Bolongo, Coral Bay, and Cruz Bay have benefited from these projects, with others in the queue for kickoff in the coming months. Our focus has been on programming - understanding that the 3 significant undergrounding effort requires proper coordination to avoid unnecessary redundancies, overextended construction, or possible duplication of benefits. Thus far, we have been good stewards of federal funds, and I intend to continue in that vein. We have revived many long-standing projects with our federal partners, such as the Savan Gut and Turpentine Run projects with the U.S. Army Corps of Engineers. Design is ongoing, and we anticipate public meetings in September to update and inform the public. I am pleased to report that Phase 2 of Veteran's Drive is progressing nicely. I want to thank our local, federal, and non-profit partners, especially the Federal Highway Administration, for their commitment. We expect the design review to be completed later this summer, paving the way for bid solicitation later this year. My commitment to break ground is unshakable as it will cap the revitalization and transformation of Charlotte Amalie. The Division of Transportation has been a significant focus in the past twelve months. Last Fall, we executed a contract for the design, fabrication, and delivery of a new 300- passenger ferry for the St. Thomas - St. John route. In the coming weeks, we will solicit a Request for Qualifications from the companies currently managing the route to see who will receive the operating agreement for the new ferry, appropriately named the “Spirit of 1733.” We are finalizing a State Cooperative Purchasing Contract for new buses with the State of New Mexico. Once executed, this will allow us to shave months off the delivery time for new buses. Earlier this year, thanks to Director Kyle Fleming and the Energy Office, VITRAN acquired two electric buses. Our goal is to transform and diversify the VITRAN fleet to make way for more reliable service and reduced maintenance costs. Last year, I proudly reported through Memorandum No. 003-2023 that DPW was designated as the authorized representative for approving all construction contract payments. During FY2024, DPW's Procurement Office has processed 178 payments totaling $62,524,207.37. We have significantly reduced the time for processing payment documents, which has dramatically helped our ongoing recovery. We recognize that much work is still needed to get payments into the hands of contractors quicker, but my team and 4 I are committed to continuous process improvement. Last December, we worked with the Office of Disaster Recovery to unveil USVI Rebuild, which will establish a new Super PMO office and bundle major capital projects into packages exceeding $1B in construction value. This will greatly help the Government of the Virgin Islands expedite projects and payments, and I wholeheartedly favor this concept. As you can see, we've maximized the federal and local funds available to us and kept our commitments to this Body and the public. I am very proud of what we have accomplished, but I recognize that there is much more to be done. With this committee's continued support, we will achieve great things for our community. Staff throughout several divisions and offices within the department manage these projects. The Local Engineering and CIP Divisions are currently managing 173 projects. Forty-six (46) are DPW projects, while the remaining 127 are user-agency projects. 119 FEMA- funded projects, while other funding sources fund the remaining fifty-four (54) projects. Key Projects The Mt. Pleasant Roads Project on St. Croix focuses on road reconstruction and drainage mitigation. It is currently in the construction phase and is 20% completed. The contract value is about $1.6 million. The Botany Bay, Perseverance Bay, Red Hook Bay Watershed Project on St. Thomas focuses on road reconstruction, drainage mitigation, retaining wall construction, and embankment replacement. It is currently in the construction phase and is 65% completed. The contract value is about $2.5 million. The scope for the St. John Operations and Maintenance Project is a complete demolition and rebuild. It is currently in the design phase, and the anticipated construction start date is September 2025. The Anna’s Hope Temporary Building Project on St. Croix involves DPW staff relocation to a temporary facility in preparation for rebuilding the existing building. The scope includes demolishing and rebuilding the existing operation and maintenance shop, temporarily using it for offices, and then converting it back to its 12 original use after the permanent facility is constructed. This project is in the solicitation phase, and construction will begin in December 2024. The department has plans to demolish and rebuild the Frederiksted Concordia Building on St. Croix. This project is in the design phase, and the anticipated construction start date for Phase 1 is February 2025. The Western Cemetery Project on St. Thomas is in the solicitation phase. This new construction project focuses on the perimeter wall and signage and is anticipated to start in November 2024. The department is upgrading cemeteries territory-wide. On St. Croix, a new veteran’s crypt is about 75% completed. The cost for this segment of the project is $468,820.50. On St. Thomas, the department is building a veteran crypt and columbarium and a crypt for the general public. This portion of the project is 90% completed and costs $666,838. Local Engineering and CIP are managing several projects for the Transportation Division, including the Fort Christian Parking Lot project, the Strand Street Parking Lot project, and the bus shelter upgrades project. The department is improving public parking lots territory-wide. The second phase of the Strand Street Parking Lot Project on St. Croix, which focused on renovations to the cashier’s booth, is in the close-out phase. That contract was valued at $29, 663.07. The third phase of this project includes resurfacing and striping the lot. The solicitation is pending due to funding. Phase one of the Fort Christian Parking Lot Project is 99% completed. The scope included ticketing booth upgrades and conduit installation, and the contract was valued at $120,296.31. The project's second phase, which provides for resurfacing and striping, is pending contract execution. The anticipated construction start date is July 2024. The bus shelter project, which is in the procurement phase, will focus on reconstructing forty-three (43) bus shelters territory-wide that have reached the end of their useful life. 13 The Transportation Division has acquired a grant to pay for the design, fabrication, and delivery of a new 300-passenger ferry vessel for the St. Thomas/St. John route. This ferry will cost $6.8 million and is expected to be delivered by 2025. Also in the works is the purchase of seven new medium-duty buses for fixed-route services. The department is awaiting the contract’s execution to allow the manufacturer to proceed with production. The buses have a 12 to 14-month lead time. Lastly, the department is expecting twelve (12) new ADA Paratransit vans to come online within the next three (3) to six (6) months. This purchase will cost about $1.2 million and is necessary due to the increase in paratransit clientele and the retirement of vans that have surpassed their useful life. The Office of Highway Engineering (OHE) has highlighted four projects. The remaining OHE projects are in the appendix. Ethel Macintosh Memorial Drive (Mahogany Road) is currently in the solicitation phase. The scope of work for this project calls for 5.65 miles of existing roadway rehabilitation, culvert replacements, retaining wall repairs, guardrail replacement, signage improvements, striping, and installation of drainage swales. It is anticipated that this project will be awarded by the end of Summer 2024. The contractor, Grace Civil, is approximately 80% completed with construction on the Clifton Hill Connector Road/Melvin Evans Highway-Container Port Intersection Phase I (Route 75/Route 66). DPW anticipates construction to be completed in 2024. This project includes major road reconstruction, asphalt paving, roadway widening, striping, drainage, construction of turn lanes on Melvin Evans Highway, new signalization, waterline relocation, and utility pole relocation. This contract also includes work to repair the streetlights on Melvin Evans Highway from Williams Delight to Sunny Isle. A supplemental contract was executed for this additional work, which is underway. The contractor has continued assessments of the streetlight system from Williams Delight to Sunny Isles. Work crews continue to check the 14 system wiring to see what needs to be replaced. They have also begun removing the old meters and constructing new concrete meter bases. VI ST ER STX (003) is managed by the Eastern Federal Lands Highway Division (EFLHD). It is a Design Build project that includes sixteen damaged sites throughout the island. Some sites are Midland Road Bridge, East Airport Road Bridge, Lagoon Bridge, Concordia Road, East End Road, and North Shore Road. Construction for four roadway sites and all the culvert sites are now complete. Lagoon Bridge is under construction, and precast girders have been installed. The contractor has begun working on the bridge decking. Lagoon Bridge will be completed in July. East Airport Road Bridge is also under construction, with an anticipated completion of August 2024. Midland Road Bridge is expected to begin reconstruction in August. VI STX (001), managed by Eastern Federal Lands Highway Division (EFLHD), is a Design Bid Build (DBB) project for the installation of temporary bridges on Queen Mary Highway – Route 70 and Route 669 (East of the Agriculture Fair Grounds). The contractor, Custom Builders, is nearing completion on the Queen Mary Bridge. The roadway is anticipated to be reopened on June 30, 2024. Eastern Federal Lands has issued a Notice to Proceed to Custom Builders to begin working on the Route 669 Bridge once Queen Mary is reopened and miscellaneous work is complete. Through the V.I. Office of Management and Budget, DPW received a $237,795 sub-award from the Department of Commerce’s Economic Development Administration. DPW’s Strategic Development Office (SDO) will use the grant funds for a Branded Street Signage Project throughout the territory. The first location is the East Airport Road intersection on St. Croix, where the plan is to place a “Welcome to St. Croix” sign with additional landscaping. The department used $100,000 from its FY2024 general fund allotment to maintain the landscaping projects on Moravian Highway and Veterans Drive. 15 Thank you for the opportunity to present our FY2025 budget, highlights, and accomplishments. This has not been an easy year for us. Still, our DPW family continues to persevere in meeting the needs of our community. Before we close, I need to spotlight several needs that must be considered. I always respond with our cemeteries when asked what keeps me up at night. Again, cemeteries on all three islands are running out of space. In both districts, we have identified property owners willing to sell their property for cemetery expansion. Funds need to be identified for this purpose. Overall, cemetery maintenance needs to be expanded, and fees need to be increased to accommodate this need. I thank Senator Bolques for his efforts in this regard and I am open to suggestions and collaboration from other members of this Body as this is a matter that impacts all members of our community. Senators, climate change is real! It isn't just about natural disasters. Everyone has seen the impacts of unseasonal and prolonged rain events and the havoc they wreak on roadways. Overgrown grass and brush are everywhere. I need your help and support for increased funding for this effort – to hire more contractors and purchase equipment for our in-house staff. It will take a massive, concerted effort to wrestle control of this problem – but we all know Mother Nature doesn't sleep. I am committed to meeting this challenge head-on, but need your help. Last year, the Strategic Development Office began reviewing all fees charged by the department, as many have remained static for over 30 years. This effort allows us to help ourselves as many public facilities, especially public restrooms, parking lots, and cemeteries, need enhancements. We recognize that the timing may be challenging, but it is necessary. Again, I humbly ask for your support and collaboration when we propose fee increases. Finally, but most importantly, I must thank the men and women of this department for their hard work, dedication, passion, and commitment to the mission. Firsthand, I see your work 16 daily and admire your tireless resolve. We are imperfect, but we show up daily, ready to attack the day. I personally thank you, and I enjoy working with you.
