The legal description of the project site is Estate Hospital Ground, Kings Quarter, St. Thomas. This phase of work includes demolition of the former Mental Health Building and its adjacent parking area, followed by excavation, backfilling, and stabilization of the demolition zone. The project also includes the construction of new surface parking and utilities to support future redevelopment of the Knud Hansen Complex. All future development phases are expected to be fully funded by FEMA. The long-term objective is to create a unified health and human services campus by consolidating divisions, including the newly constructed WIC facility and programs currently located at the John S. Moorehead Complex, into a single, modern structure that will replace the outdated facilities on-site. Design documents have progressed to 90% Construction Documents (CDs), and bidding/GC procurement is anticipated to proceed concurrently with the regulatory approval process, including Federal Consistency review. Enclosed is the Federal Consistency Pre-Application package, prepared in accordance with the Coastal Zone Management Act (CZMA) Section 307 of 1972 and 15 CFR Part 930, Subpart D. VIDOH, through this submission, affirms consistency with the applicable policies of the Virgin Islands Coastal Zone Management Act of 1978, 12 V.I.C. § 901 et seq. PROJECT OBJECTIVES In accordance with FEMA PW-4340-1072-USVI / GM# 101440 (PA), ODR Task Order #2020-03, the Virgin Islands Department of Health (VI DOH) is proposing to demolish the Old Mental Health Building, a two-story building that suffered severe damage during the 2017 hurricane and remains unoccupied. The Old Mental Health Building is part of the larger Knud Hansen Complex controlled by the Department of Human Services (DHS) and Department of Health. The work also includes demolition and stabilization of the approximately 50,000 sf parking area contiguous with the 13,000 sf Old Mental Health Building. The area to be cleared and graded will require excavation of the previously disturbed area to remove construction debris and demolished building foundation. New surface parking with stalls is also proposed. (See Civil Site Plan) The Knud Hansen Complex and the John S. Moorehead Complex – Old Hospital Yard are located on Parcel 2 Estate Hospital Ground, Kings Quarter, Charlotte Amalie, St. Thomas, USVI 00802. VISHPO concurred with 1) the proposed undertaking to demolish the Old Mental Health Building and 2) FEMA’s determination that the project will result in “no historic properties affected with conditions” on September 14, 2020. FEMA concluded their determination on September 1, 2020. The list of project conditions, the FEMA Section 106 Consultation, and VISHPO Concurrence, can be found in Attachment A. Knud Hansen Complex funding also includes the following projects which are not part of this Federal Consistency determination: Knud Hansen Building and Equipment - VIDHS – FEMA-PA Knud Hansen Tower Replacement – VIDOH – FEMA-PA With the above funded projects, the ultimate goal for the community is to create a unified campus incorporating all health and human services divisions, including the newly built WIC FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 10 facility and those located at the John S. Moorehead complex, through future construction of a single building to replace the three existing structures – Knud Hansen Complex Building, Tower, and Old Mental Health Building. See Attachment C. Master Plan. Pedestrian access, green spaces, vehicular movement, and parking will also be designed in a broader, shared style. Demolition of the Old Mental Health building is the first step toward combining the Department of Health (DOH) and the Department of Human Services (DHS) within a single building on one site. DOH will focus on public health and healthcare services, while DHS addresses social services and welfare programs. By co-locating in one facility, on a previously developed parcel, DOH and DHS can streamline services for shared clientele, eliminating the need for clients to visit separate locations to address their needs. Additionally, consolidating infrastructure resources like cisterns, fire sprinkler pumps, emergency generators, battery backups, and power conditioning equipment can lead to cost savings and streamlined maintenance. Centralizing utility services into one utility court reduces redundancy and enhances operational effectiveness. The 3-story DHS building materials will only be altered during Future Phases and will not be disturbed during Phase I OMH demolition. (see Attachment C. Demolition Site Plan). All demolition activities will adhere to local permitting requirements and regulations. Hazmat testing, which is mandatory prior to demolition, has already been started for the Tower and Old Mental Health Building. Underground utilities investigation and documentation, Environmental Assessment, and Letter from the Department of Agriculture for tree removal are to be completed but are not yet started. A Temporary Utilities Plan, Stormwater Protection Plan, Hazardous Materials Abatement Plan, and Historic Structures stabilization plan will be prepared prior to permit and construction. FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 11 IV. PROJECT DESCRIPTION Summary of Proposed Activity The project will include demolition of the 13,000 sf, 3-story Old Mental Health Building and contiguous 50,000 sf parking area located within the Knud Hansen Complex. The 3-story Old Mental Health Building contains a lower level comprised predominantly of cisterns, but also houses electrical and other support equipment. New surface parking, parking stalls, curb and sidewalk are proposed. Phase I OMH Demolition consists solely of demolition, grading, parking lot construction, and new permanent sanitary line. Stormwater piping and grates are proposed. Other new site improvements such as retaining wall, lighting, and electric vehicle charging station (two chargers) will be permitted and constructed as part of Future Phases. The Old Mental Health Building is a non-descript steel-frame building with parged concrete- block infill and a flat roof constructed approximately 1973. The building sits within the Knud Hansen Complex, examples of post-WWII hospital buildings. These buildings are not eligible for listing in the National Register of Historic Places. The project work will include: • Clearing, vegetation grubbing, and grading of approximately 50,000 sf which includes the building footprint, sidewalk, and surrounding asphalt parking area • Placement of filter fabric per the Civil Specifications • Placement, grading, and compacting of approximately 50,000 sf of aggregate base course throughout the parking area per Civil Specifications • Installation of asphalt over the approximate 50,000 sf parking area per Civil Specifications FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 12 • Striping of the parking area in a manner that maximizes available parking spaces and inclusion of handicap parking per Section 504 of the Rehabilitation Act of 1973 • Installation of required parking signage a. Site Work/Provisions to Limit Soil Disturbance The demolition strategy and expectations shall be outlined and included in the demolition permit submittal and coordinated between the owner, general contractor, and AHJ. To control dust, a watering truck or hose from an available water source will drive over exposed areas and wet down soil as needed. The truck will have a 3,000 to 5,000 gallon capacity and the exposed soil will be either hand or machine watered. Vehicle wash down will occur within the area of the site being protected by the perimeter silt fence. There are also other dust control methods for demo and construction the General Contractor could consider and employ if deemed suitable and effective. The GC will submit proposed methods to DPNR to obtain permit. Approved methods will be enforced by DPNR, and the DOH on-site owner’s representative will also ensure agreed upon measures are implemented. Hauling and proper disposal of construction demolition debris and all trash and abandoned vehicles on site will be performed in accordance with the contractor’s specifications. To minimize sediment track-out, gravel entrances will be installed at the intersection of the proposed road. Track-out control mats and tire wash down are two methods the contractor could employ. The General Contractor will be responsible for maintenance and inspection of the gravel driveway and location and maintenance of equipment staging yards. FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH Options the General Contractor could consider and employ for on-site dust control during demolition and construction if deemed suitable and effective. The general contractor will coordinate and permit this work. Utility demolition will be coordinated with St. Thomas Water and Power Authority (WAPA) and Waste Management Authority (WMA) prior to construction. Contractor to use methods to demolish existing sewer pipe located below the building foundation and ensure continuation of flow throughout construction. Other items to be demolished include sidewalks, stairs, ramps, and railings, cistern, vegetation and trees, perimeter fencing and gates, and power poles. Anything of historic significance will be preserved. Site will be secured prior to any demolition activities with an 8-foot tall chain link fence with integrated wind and visual barrier. b. Method of Construction The project includes demolition of the existing Old Mental Health building and contiguous parking area, and construction of a new asphalt surface parking area. The contractor will fill void left from building demolition with appropriate fill and compaction with cut and fill. (See Civil Plans – Erosion Control & Demolition Plan). c. Self-sufficient Systems – Water The site functions on existing water systems – public and cistern water supply. The existing cistern in the Old Mental Health Building will be demolished. The existing site potable water and sanitary sewer lines will remain until new piping/piping connections are installed as part of future FEMA funded projects. d. Renewables and Sustainability On-site renewables FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 14 The site is currently, and will remain, connected to the electric grid. During demolition, the contractor will maintain temporary power to the site and coordinate with the Owner and Utility. One electric vehicle charging station (two chargers) w/dedicated parking stall is proposed as Future Phases (see Civil Plans – Site Plan). e. Provisions to Limit Community Impacts The existing land use adjacent to the Knud Hansen Complex is public recreation, multi- family senior housing, multi-family housing, and public buildings/services. The site is surrounded by developed land. The nearest residential building (Bethlehem House for the Homeless) from the Old Mental Health Building is located approximately 90 feet to the east, separated by parking and a driveway. The distance of this residential housing to the project site’s lot line is approximately 5 feet. Repair and maintenance work will take place during the day between normal working hours of 7:30 AM to 4:00 PM. All standard provisions for construction vehicle traffic and tracking will be in place prior to start of construction. Project earth work is minimal (just over 1 acre). COASTAL CONSISTENCY WITH COASTAL ZONE POLICIES a. Regulatory Framework This document provides the US Virgin Islands with the Virgin Islands Department of Health (VIDOH) consistency determination, data, and information required under the Coastal Zone Management Act (CZMA) Section 307 of 1972 and 15 CFR Part 930, sub-part D, for the Old Mental Health Building damaged during the 2017 hurricane. In accordance with the CZMA, VIDOH is demonstrating consistency with the US Virgin Islands Policies (USVI) of the most recent Virgin Islands Coastal Zone Management Act of 1978, 12 V.I.C § 901. VIDOH is requesting the US VI Department of Planning and Natural Resources’ (DPNR) acknowledgement and concurrence with this consistency determination. b. Project Introduction The VIDOH Old Mental Health Building is located on the island of St. Thomas, Estate Hospital Ground, Kings Quarter, Latitude 18.345318, Longitude -64.926076. The site is not located in the Tier 1 coastal zone. The FEMA scope of work is to demolish the Old Mental Health Building, a three-story building that suffered severe damage during the 2017 hurricane. The Old Mental Health Building is part of the larger Knud Hansen Complex controlled by DOH and DHS. The three-story Old Mental Health Building contains a lower level comprised predominantly of cisterns, but also houses electrical and other support equipment. The work also includes demolition and stabilization of the approximately 50,000 sf parking area contiguous with the 13,000 sf Old Mental Health Building. New surface parking with parking stalls is also proposed. FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 16 c. Coastal Zone Policies: The following eleven policies are set forth in the Virgin Islands Code Title Twelve Conservation, Chapter 21 § 903 (b). POLICY (1) protect, maintain, preserve and, where feasible, enhance and restore, the overall quality of the environment in the coastal zone, the natural and man-made resources therein, and the scenic and historic resources of the coastal zone for the benefit of residents of and visitors of the United States Virgin Islands; The project site is not located in the Tier 1 coastal zone. However, the proposed construction work will be conducted within the regulatory framework of all required, applicable permits. During construction site operations will be carried out with minimal impact to the environment and in conformance with best management practices. The developed project site will be redeveloped and conditions are in place to protect existing historic resources. POLICY (2) promote economic development and growth in the coastal zone and consider the need for development of greater than territorial concern by managing: (1) the impacts of human activity and (2) the use and development of renewable and nonrenewable resources so as to maintain and enhance the long-term productivity of the coastal environment; The project site is located outside the Tier 1 coastal zone. The VIDOH project is a part of the overall redevelopment of the existing Knud Hansen Complex. There will be no additional land disturbance. A much-needed comprehensive health and social services campus will be placed back in operations for public use once again. Site operations will be regulated to minimize human impacts. POLICY (3) assure priority for coastal-dependent development over other development in the coastal zone by reserving areas suitable for commercial uses including hotels and related facilities, industrial uses including port and marine facilities, and recreation uses; FEDERAL CONSISTENCY PRE-APPLICATION SUBMITTAL PACKAGE ODR TASK #2020-03 US VIRGIN ISLANDS KNUD HANSEN COMPLEX MENTAL HEALTH BUILDING DEMOLITION AND PARKING AREA PHASE I OMH P a g e | 17 The project is not located in the Tier 1 coastal zone. The project is centrally located in Estate Hospital Ground, situated away from coastal hazards and outside mapped flood hazards. POLICY (4) assure the orderly, balanced utilization and conservation of the resources of the coastal zone, taking into account the social and economic needs of the residents of the United States Virgin Islands; The Old Mental Hospital Building is currently unoccupied and is part of a larger FEMA funded plan to consolidate the DHS/DOH health and social services into one building within a redeveloped Knud Hansen Complex. The site is already connected to public water, sewer, and power. The repair of this facility will allow a now unusable facility to be put back into service for public use. POLICY (5) preserve, protect and maintain the trust lands and other submerged and filled lands of the United States Virgin Islands so as to promote the general welfare of the people of the United States Virgin Islands; No work is proposed on trust, or submerged and filled lands. POLICY (6) preserve what has been a tradition and protect what has become a right of the public by insuring that the public, individually and collectively, has and shall continue to have the right to use and enjoy the shorelines and to maximize public access to and along the shorelines consistent with constitutionally-protected rights of private property owners; The existing Old Mental Health Building, located in Estate Hospital Ground, will be demolished to make way for future site improvements on a previously developed parcel. The site is not located within the Tier 1 coastal zone. POLICY (8) conserve ecologically significant resource areas for their contribution to marine productivity and value as wildlife habitats, and preserve the function and integrity of reefs, marine meadows, salt ponds, mangroves and other significant natural areas; A site Environmental Assessment will be prepared and all site work will proceed in conformance with rules and regulations for the protection of identified natural resources. The site is not located in a Coastal Barrier Resources unit, a wetland, or an essential fish habitat. The project does not modify or effect a waterway/body of water or a wild and scenic river. POLICY (9) maintain or increase coastal water quality through control of erosion, sedimentation, runoff, siltation and sewage discharge; Best management practices will be in place during demolition and construction to protect water quality and comply with USVI regulations. Requirements are in place during construction to protect water quality. Site disturbance will be just over 1 acre. The site is currently connected and will remain connected to public sewer. Along with this Federal Consistency Determination administered by the US Virgin Islands DPNR, Coastal Zone Management, the VIDOH will demolish the Old Mental Health Building and construct new parking in accordance with the National Historic Preservation Act, Coastal Zone Management Act, and the Resource Conservation and Recovery Act, and all US Virgin Islands laws, regulations, and policies consistent with these Federal programs, most notably Virgin Islands Code Title Twelve Conservation, Chapter 21 § 903 (b). Failure to comply with this condition may jeopardize FEMA funding; verification of compliance will be required at project closeout. • If human remains or intact archaeological deposits are uncovered, work in the vicinity of the discovery will stop immediately and all reasonable measures to avoid or minimize harm to the finds will be taken. The applicant will ensure that archaeological discoveries are secured in place, that access to the sensitive area is restricted, and that all reasonable measures are taken to avoid further disturbance of the discoveries. The applicant’s contractor will provide immediate notice of such discoveries to the applicant. The applicant shall contact the Virgin Islands State Historic Preservation Office and FEMA within 24 hours of the discovery. Work in the vicinity of the discovery may not resume until FEMA has completed consultation with SHPO, Indigenous Population, and other consulting parties as necessary. Moorehead Municipal Hospital Complex (Moorehead Hospital) and adjacent Knud-Hansen Tower, part of the 1953 Knud-Hansen Memorial Hospital (now Knud-Hansen Center), into usable modern temporary office space for Department of Health (DOH) staff while their permanent spaces are being repaired from storm damage. This undertaking will also include the demolition of the approximately 15,000 Square Foot (SF) (former) Mental Health Building/Long-Term Care Facility (Mental Health Building) in order to construct an approximately 50,000 SF parking lot. The build-out of the interior spaces to provide interim office functionality will require abatement of mold and asbestos-containing materials (ACM), installation of all new electrical elements (i.e. electrical service, panels, receptacles, switches, light fixtures and other terminal devices), as well as fire alarms, internet wiring and data/voice outlets. The proposed build-out involves the interiors 2 of twelve individual buildings that include the Knud-Hansen Tower and the Moorehead Hospital (See Figures 2 and 3). (Photos 26 and 29) Activities associated with the building demolition will require clearing and grubbing of vegetation (small trees and shrubs) and removal of demolition debris from the approximately 15,000 SF building footprint. This also involves removal of the concrete foundation (1-foot depth), footings (2 feet depth), sidewalk, and surrounding asphalt parking lot. Parking lot construction activities would include excavation to approximately 1 foot below grade level (BGL) of building foundation and asphalt parking lot. The concrete footings would require excavation to approximately two feet BGL. Upon completion of the demolition, site grading and placement of 5,633 square yards of Geotech fabric will be placed in the excavated area and overlain with new aggregate. The new 3 aggregate base will require placing, grading and compaction of approximately 50,000 SF x 3 inches depth (500 cubic yards) of new aggregate base. The proposed asphalt will be applied over the 50,000 SF to a depth of 4 inches and the parking lot will be completed with striped parking areas and signage (Figure 5). The items in the scope of work identified below are either in-kind replacement or repairs that meet existing Tier II Allowances described in Appendix B of the Programmatic Agreement executed July 14, 2016 and include: • Replacement/repair of damaged floors, ceiling tiles/grid, walls, light fixtures: B.1.a. • Cleaning of surfaces for mold remediation: B.1.b. • Replacement of damaged vinyl composition floor tile (VCT) and ACM mastic: B.1.d. • Refinish and painting of interior walls: B.1.e. • Use of portable de-humidification systems: B.1.f. • Replacement/retrofit of ventilation and electrical systems: B.3.a • Replacement of fire alarms: B.3.c. • Replacement of blanket insulation: B.7.b. The following scope of work items are not covered by existing Programmatic Allowances and is the subject of this consultation: • Demolition of a structure over 45 years of age and construction of a parking lot in its place • Replacement of wood tongue and groove wooden ceilings with wood-grained paneling in all the ca.1900 Moorehead Hospital buildings (Photo 30 shows ceiling example) Area of Potential Effects (APE) Pursuant to 36 CFR 800.4(a)(1), the Area of Potential Effects (APE) is defined as the geographic area(s) within which the undertaking may directly or indirectly affect historic resources. Based on the proposed scope of work, FEMA has determined that the APE for this undertaking includes the areas around the (former) Mental Health Building, the Knud-Hansen Memorial Hospital, and the Dr. John S. Moorehead Municipal Hospital Complex (Figure 1). There will be ground disturbance associated with the Mental Health Building demolition and subsequent parking lot construction in its place. Identification and Evaluation Architecture The Dr. John S. Moorehead Municipal Hospital Complex was built by the Danish government c. 1900. It consists of eleven one-story buildings resting on concrete slab foundations (with the exception of Building 10 (J) which has a basement) and topped with corrugated metal hipped roofs. Buildings are generally faced with local bluestone and feature brick window and door trim and quoins. The exception to this is Building 4 (D-1) which has what appears to be concrete or stone lintels and quoins. Windows that are visible are a mix of replacements including single-light sliding windows and one-over-one double-hung windows, most featuring wood shutters. Visible doors are a mix of modern replacement and paneled wood doors with a single light with most featuring wood shutters. A central courtyard with mature mahogany trees serves as a focal point (Photos 13, 14). All buildings facing the courtyard have added shed-roof concrete porches extending the length of the building supported by wood posts with wood balustrades. It is unknown 4 when the porches were added, but they do not appear in a historic photograph of the courtyard (Photo 31). Despite some additions and alterations over time, the 1900s complex is still an excellent example of Danish Colonial architecture. It is currently occupied by the Department of Health for use as storage. The Knud-Hansen Tower is four-story steel-frame building with parged concrete-block infill, paired and triple fixed single-light aluminum-frame windows, aluminum-framed glass doors, and a flat roof. A metal staircase and balustrade accessed through metal fire doors on each story serves as a fire escape on the west elevation. The tower was built as part of the (former) Knud-Hansen Memorial Hospital; information provided by the applicant’s representative states the tower was built in the 1950s, but it’s possible it was part of a hospital expansion that took place in the late 1960s or early 1970s.1 (Photos 8-10) The (former) Mental Health Building is a non-descript two-story steel-frame building with parged concrete-block infill and a flat roof. It features a wrap-around caged-in catwalk on the south, east, and north elevations, fixed single-light aluminum-frame windows, and metal doors. (Photos 1-7) The first hospital was constructed under Danish rule on the island of St. Thomas in 1743. At the time, there was a considerable amount of disease and death due to the tropical climate and influx of diseases from America, Africa and Europe. The Danes went on to create a public health care system based on the Danish hierarchical pyramid model made up of public, military and private- practicing doctors, hospitals, pharmacies and midwives with the royal district doctor at the top. This system was in place between 1755-1800 and its primary purpose was to take care of the Euro- Caribbean population’s needs. This is with the exception of the health of the far-larger population of enslaved laborers, which was taken care of by plantation doctors in private practice and by the a health care system on the plantations; this part of the health care system was also subject to the oversight of the royal district doctor. After the emancipation in 1848, the health care service for the population of now free Afro-Caribbean workers did not get better, but worse since nobody wanted to pay for the system. This resulted in a decline in the number of doctors, and medical discoveries that were made in the second half of the 1800s ultimately did not reach the USVI.2 Finding historical record of public healthcare after 1900s has been challenging and is therefore spotty. A hospital complex built by the Danish government on the subject property, ca. 1900, came to be known as the Municipal Hospital. Buildings were constructed of native bluestone and had a rectangular courtyard filled with mahogany trees serving as the focal point. Dr. Knud Knud-Hansen was a prominent Danish doctor during this time and, despite being dismissed along with many Danish doctors after the transfer, continued working until shortly before his death in 1951. One of his successors, Dr. John S. Moorehead began planning for a new 126-bed hospital adjacent to the 1900s hospital complex due to the bad repair of the buildings. The Knud-Hansen Memorial Hospital was dedicated in 1953 and the 1900s hospital buildings were transitioned for use primarily as out-patient clinics.5 According to an account by a former nurse at the hospital, the new hospital expanded sometime prior to 1973, although is it unknown exactly how, where, and when. It’s possible the Mental Health Building was constructed during this time to reflect developments being made in the mental health care field.6 This is supported by an article in the Interamerican Journal of Psychology which mentions architectural drawings being made in fiscal year 1965-66 for new mental health centers in the Virgin Islands.7 Since the construction of the Knud-Hansen Memorial Hospital, the 1900s hospital complex was used primarily for storage and offices, and was eventually given the name the Dr. John S. Moorehead Municipal Hospital Complex. Once the Roy L. Schneider (current) hospital opened in 1982, the memorial hospital became the Knud-Hanson Center and serves as DOH headquarters.8 The John S. Moorehead Municipal Hospital Complex is an excellent example of a grouping of Danish Colonial architecture and use of native materials and setting. It is one of few remaining government hospitals in St. Thomas and is significant for its architecture as well as its contribution to healthcare and nursing education. Although the setting has been slightly compromised with the construction of the Knud-Hansen Memorial Hospital in 1953, the presence of the more modern hospital building conveys the continued history and progression of healthcare in the USVI. The Moorehead Hospital Complex continues to retain its integrity of location, materials, design, workmanship, feeling and association; therefore, FEMA has determined the Moorhead Hospital Complex is potentially eligible for listing in the National Register under Criterion A and C. The Knud-Hansen Memorial Hospital (now Knud-Hansen Center) and (former) Mental Health Building are both non-descript examples of post-WWII hospital building. With subsequent additions and changes in materials, neither building possesses character defining features unique to a clear building style, period, or method of construction. Therefore, FEMA has determined that the Knud-Hansen Memorial Hospital and (former) Mental Health Building are not eligible for listing in the National Register of Historic Places. Archaeology A review of archaeological site maps and archaeological site data provided by the VISHPO did not identify any known archaeological sites within a 0.25-mile radius of the ground disturbance/demolition APE. A portion of the National Register of Historic Places-listed Charlotte Amalie Historic District boundary is located approximately 0.20 miles south of the APE (Figure 4). The USDA soil layer data characterizes the area as Urban land -Cinnamon Bay Complex (UcC), 0 to 12 percent slopes. The map unit comprises 80 percent of urban land which is disturbed soils from prior development activities. Based upon the extensive ground disturbance associated with the proposed demolition and parking lot construction at this site, it has been determined that there is low to no potential for the APE (yellow) to contain intact archaeological resources. Determination of Effect Based on VISHPO maps and historic property research and identification the undertaking to demolish the (former) Mental Health Building and build out office space in the Knud-Hansen Tower will result in No Historic Properties Affected with conditions. The undertaking to build out office space at the Dr. John S. Moorehead Municipal Hospital Complex will result in No Adverse Effect to Historic Properties with conditions. FEMA proposes minimization measures to include use of specialized construction techniques to limit impacts to archaeological resources. These minimization techniques are as follows: 1. Track mounted heavy equipment must be placed on hard surfaces (asphalt, concrete, compacted gravel); if track mounted heavy equipment is located on soils or grass covered areas, the use of protective pads or steel plates is required to minimize below ground disturbance within the APE. 2.
