GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES -------0-------- DEPARTMENT OF PLANNING AND NATURAL RESOURCES VIRGIN ISLANDS STATE HISTORIC PRESERVATION OFFICE Thursday, October 23, 2025 Testimony to the 36th Legislature of the Virgin Islands Committee on Rules and Judiciary on Bill No. 36-0140- An act amending Virgin Islands Code Title 3, Chapter 22, Section 403 the Historic Preservation Commission, Subsection (c) Good day Senator Carla J. Joseph, Chair of the Committee on Rules and Judiciary, distinguished members of the 36th Legislature of the Virgin Islands present, and the listening and viewing Public. My name is Sean L. Krigger, and I am the Director and Deputy State Historic Preservation Officer for the Virgin Islands State Historic Preservation Office (VISHPO) within the Department of Planning and Natural Resources. I appear before this Legislative assembly on behalf of Commissioner and State Historic Preservation Officer, Jean-Pierre L. Oriol, to provide testimony on Bill No. 36-0140- An act amending Virgin Islands Code Title 3, Chapter 22, Section 403 Historic Preservation Commission, Subsection (c) by striking the first sentence and inserting a new sentence to state “All members of the Commission shall serve a term of two years.” Commissioner Oriol and I are both in favor of this modification to the Historic Preservation Commission’s Members term of service if the other provisions of Subsection (c) are maintained, which allows Members to serve until the appointment and qualification of their successor is approved by the Legislature. The adjustment to the term of the Members from a staggered one-year and two-year term system to a balanced two years for all Members will bring parity to the Commission membership service period. In closing, I recommend that the Committee consider updating Subsection (g) by correcting the name of the fund to read “Virgin Islands Reconstruction and Rehabilitation Revolving Fund”, established pursuant to Title 33, section 3095, Virgin Islands Code which was amended by Act 7394, § 7. Thank you for the opportunity to share this brief testimony on Bill No. 36-0140 a measure to clarify the term of service for appointed Members of the Virgin Islands Historic Preservation Commission.
