A. The coverage issues in the territory universally are problematic such that we need studies (propagation, on the street) to document what is occurring throughout the territory. August 5, 2019 AMENDMENT FIVE (5) RFP-024-2019 (P)- Territory-Wide Government Wide (GWAN) and Land Mobile Radio Public Safety (LMR-PS) Architectural & Engineering Services. INSERT: QUESTIONS AND ANSWERS 1. RFP PDF Pages 3 – 5, Scope of Work: Perform an analysis of the existing LMR network to include: Are you asking for propagation studies only, or both propagation studies and on-street coverage testing? A. The coverage issues in the territory universally are problematic such that we need studies (propagation, on the street) to document what is occurring throughout the territory. There is an additional component for in-building coverages that is addressed below. Documented problem areas will assist any new system design to provide for solutions to those existing problems. Evaluate deficiencies in coverage for "in-building" operations at large facilities (i.e. Hospitals, schools, etc.). Can you please name all the key buildings, so we can budget our proposal more accurately? A. STX – Government House, UVI campus buildings, Central High School, Educational Complex, Juan F. Luis Hospital, Harwood Hospital, Henry E. Rohlsen Airport, Golden Grove Detention Facility, Superior Court and up to 2 additional unnamed buildings on STX as needed. STT – Government House, Legislative Building, Schneider Hospital, Charlotte Amalie High School, Eudora Kean High School, Cyril E. King Airport, Alexander A. Farrelly Justice Center, UVI campus buildings and up to 4 additional unnamed buildings on STT as needed. STJ – VITEMA building, US park office (Cruz Bay) and up to 1 additional unnamed building on STJ as needed. Water island - NONE 3. Perform a full evaluation of all the BIT currently owned USVI towers, poles and bunkers (equipment shelters) to ensure they will be able to support or house a new system from a structural integrity perspective: Based on our experience, during the needs assessment or feasibility study phase, overwhelming majority of public safety agencies nationwide do not require a structural engineer with PE to evaluate their towers. That’s because they consider it an added unnecessary expense in that phase. On the other hand, we can require the LMR Vendor proposal to include an evaluation of GVI’s towers by a structural engineer with PE. So, does GVI require the winning consultant to have a structural engineer with PE evaluate its towers or the winning LMR Vendor? A. There is no current understanding of the integrity of the existing GVI owned communications towers after the significant wind stresses they withstood in the dual hurricanes of September 2017. There are two methods in which to evaluate a tower’s capability to ensure it will support the required communications devices (antennas): visual inspection and engineering inspection using TIA-222 standards. The territory desires an engineering inspection by a PE. While we do realize this evaluation effort can be performed at this evaluation stage or in the system design and build stage on behalf of the LMR vendor, we prefer to know the status of the towers before we create the new network RFP. 4. RFP PDF Page 13, Organization: Copy of Certificate of Resolution. I’m sorry but can you tell me what the Certificate of Resolution is? A. A Certificate of Resolution is a written document that describes the actions taken by the board of directors of a corporation and has been verified by the secretary of the meeting and approved by the President of the corporation. 5. RFP PDF Page 13, Project Experience: List of completed projects and estimated cost of each. Are you asking for ACD Telecom’s cost or the LMR Vendor’s cost? A. A list of completed projects and what was the price charged by your company for each. 6. RFP PDF Page 13, Project References: including a notarized written consent from the authorized representative which must include: name; telephone number; and email address. All ACD Telecom references are public safety agencies. We need to have each of our clients that we are using as references, sign and have notarized a written consent? A. Yes. 7. RFP PDF Page 14, License Requirement: An award will not be made to any firm or individual doing business in the Virgin Islands with the Government of the Virgin Islands until evidence is submitted that said firm or individual has a valid Virgin Islands Business License. Bidders must submit hard copy of a valid Virgin Islands Business License within ten (10) business days after award. All Bidders bidding as Joint Ventures must be licensed as a Joint Venture in the Virgin Islands. We must apply for a business license with the GVI if awarded, is that correct? A. You must have a valid Virgin Islands Business License to conduct business in the Virgin Islands. All other terms and conditions remain the same. A copy of this amendment must be returned with your bid.
