Why must the GPS device be manufactured in the US? Can we use devices manufactured in other countries? Why not? It doesn’t matter where the device is manufactured as long as the device has warranty 2. If according to Technical requirement #3 (that hardware should not be able to be disabled or turned off by the driver) requesting an OBD may not be the best solutions (per #4 tech requirements) device that is; - very visible - highly accessible - GSM is easy to jam via a jammer - the OBD can be easily removed by the driver Device should not be visible and not easily removed by an unauthorized individual 3. Explain compatibility requirement (tech requirement #7 that all software must be windows compliant) - Especially if according to tech requirement #9 - that all software must be cloud based? Software should Microsoft windows compliant and be cloud based as well as accessible from anywhere. 4. Will USVI only be using Microsoft internet explorer to access cloud based / online applications? We will be using Internet Explorer, Firefox and Google Chrome 5. Explain Tech Requirement #10 (does this mean an app?) If the software is required to be cloud based, then what would be downloaded into the computers or other mobile devices? Ref #10 Will need a mobile app for mobile devices. No software is required to be downloaded on computers because it will be cloud based. 6. RFP states a requirement for "real-time" mapping location of fleet. Is this through ongoing connectivity? How often is the unit required to check in? Or will there only be a requirement of knowing where the asset in question is per ping? Both? Minute by minute and per ping. 7. For how long must the historical data be kept? Minimum six months 8. In which servers must the information sit? On-site, off - site? Other security requirements? Off-site. No other security requirement. Amendment #1 RFP-012-2018 (P) Provide Audit Readiness Assistance of Capital Assets for the Government of the Virgin Islands (“GVI”) 9. What is the expected size of the fleet? Is it all regular sedans? 4 wheeled vehicles? Trucks, motorcycles? Boats? Other? About 1400. Sedans, car, trucks, heavy equipment. 10. Under installation there is a conflict of instructions (who installs the units? The contractor or U.S.V.I. government employee)? The contractor 11. Is the only requirement for NOC to provide a 37" tv with appropriate cabling? Besides the installation of the cables to the TV? No other configuration? No additional NOC support required? Can the NOC monitoring also be outsourced? Two large TV’s 55” or larger will be installed in each NOC. No NOC monitoring will not be outsourced. 12. Given that the contractor shall order hardware within 30 days of contract execution, will the USVI government provide a PO? Upfront payment? Deposit? Yes 13. For the "installation" of system software on computers, devices and phones, etc. Will one location be selected or will contractor have to visit multiple sites? How many expected users? No , IT specialist will handle 14. Is the pricing of units to be quoted with installation included? It should be separate 15. Who will own the connectivity contracts? (LPWAN, Satellite or GSM)? Need more clarification 16. Is the connectivity pricing to be bundled with the software / dashboard access fee? Yes 17. Is there any requirement for the establishment of an SLA? Yes with warranty of devices 18. Is there any part / service / software or solution in this RFP that cannot be subcontracted? Amendment #2 RFP-031-T-2019 (P) Yes you can sub-contract but we will deal with you directly, and sub-contractor deals with you. 19. Is this contract to be paid by US Federal Funds? If so, are there any other federal requirements? Documentation? No 1) How many vehicles and what are the make/model/year? a) what is the breakdown of the number of vehicles per island? Total of 1400 vehicles including Heavy Equipment. 700 per island. Most of the fleet is Chevy Vehicles 2) What wireless network is preferred (Verizon, AT&T, etc.)? We don’t have Verizon network so AT&T is preferred 3) Is there old hardware to remove from the vehicles? No old hardware to be remove
