Thank you for the opportunity to testify today. My name is Adriane J. Dudley, and I represent Anquet, Inc., a locally owned business in Frenchtown, St. Thomas. With me today is Patricia Quetel, the Vice President of Anquet, Inc., and William “Billy” Quetel, the Secretary/Treasurer of Anquet. Inc. Anquet owns and operates the existing structures on submerged lands. The property consists of two fixed piers, two docks, and two tee docks, totaling 872 square feet, located seaward of Parcel 62, Estate Honduras, in St Thomas. Statement of Anquet, Inc., Permittee, on Bill No. 36-0235 ratifying the Governor’s approval of Major Coastal Zone Permit No. CZT-09-22W before The Committee of the Whole of the 36th Legislature February 18, 2026 Good morning, Senate President Potter, all Senators present, and the listening and viewing audience. Thank you for the opportunity to testify today. My name is Adriane J. Dudley, and I represent Anquet, Inc., a locally owned business in Frenchtown, St. Thomas. With me today is Patricia Quetel, the Vice President of Anquet, Inc., and William “Billy” Quetel, the Secretary/Treasurer of Anquet. Inc. Anquet owns and operates the existing structures on submerged lands. The property consists of two fixed piers, two docks, and two tee docks, totaling 872 square feet, located seaward of Parcel 62, Estate Honduras, in St Thomas. This renewal Application was filed on September 1, 2022. Anquet has been owned and operated by the Quetel family since 1987. Estate Honduras, of which Parcel 62 is a part, has been owned by the Quetel family since 1939. William A. Quetel operated the marina for decades, contributing to the local economy and marine community of St. Thomas. A few years ago, Mr. Quetel suffered from continuing health issues and then a stroke. As a result, he and his wife relocated to Florida for necessary healthcare in an assisted living facility. Their children, Patricia and William “Billy” Quetel, returned to the Virgin Islands to run the family business. Anquet has invested substantial funds in repairs to the dock. In 1989, the Dock was rebuilt after Hurricane Hugo; in 1995, after Hurricane Marilyn; and in 1996, after Hurricane Bertha. Anquet’s property includes the Frenchtown Marina, a dock, and submerged land. The total area of the dock, including the submerged land, is 32,375 square feet. Currently, Anquet has only one marina tenant, Waypoints Yacht Charters USVI. Waypoints has installed mooring balls in the submerged area. Anquet requires this renewed CZM Permit to continue operating the marina and generating the expected revenue. In October, 2025, the following CZM permit fees were agreed upon: 1. $10,000 for year 1-3 2. $11,000 for year 4 3. $12,000 for year 5 4. $13,000 for years 6-10 5. Year 10, fee to be renegotiated 6. Years 10-15, same fee as year 10 7. Years 16-20, fee to be renegotiated Bill No. 36-0235 Statement of Anquet, Inc. Ratification of this permit is critical. Without it, this historic, family-owned marina cannot continue to operate and contribute to the local economy and the marine community. Senators, we respectfully ask for your approval of Bill No. 36-0235, ratifying the Governor’s approval of Major Coastal Zone Permit No. CZT-09-22W, allowing Anquet, Inc., to continue the use and occupancy of the Frenchtown Marina.
