[ believe that this project has been looked into by the Municipal Committee and sanctioned by that Com- mittee. The entire amount will not be used for the gallery; ten percent will be used for remodeling the interior of tne building. The Chairman of the Munici- pal Cotimittee knows the entire project. The Chairman remarked: Discussion is now open on the bill. 4th Appointed Member (Blackweod) remarked: Mr. Chairman. The amount ealled for in this Money Bill is to con tinue the work that is being done to the Pubiic Schoni Building. I'he Municipal Committee has examined and has seen what is being done. I[f there is no pariicular need to rush this matter through, 1 move that the rules be com- plied -wvith, bit if there is pressing ne- cessity for the money I will vote for 2nd Discussion on the bill today. Government Secretary (Gaffrey) re- marked: lr. Chairman. «In view of the lapse of time between meetings, Government requests that 2nd Discus- sion on the Bill coice on today. Ist Appointed Member (Henderson) proposed that 2nd Discussion come on today. 2nd Member for Christiansted Town (Canegata) seconded the member’s pro- posal and furthermore the Member said : ‘When this project was first begun it was the intention to have the staircase of the building on the front gallery, but a protest was made from several of the inha- bitants of this town. The Municipai Com- mittee then inspected the building and the School Director at the time stated by having the staircase outside the building he would be able to accomodate 120 more pupils. The Municinal Committee favour- ed the protest and agreed to the erection of a back gallery and stairease. It was not contemplated that the work would cost as much asg is asked for,but as we recom- mended the plan, rather than have ihe work half done I'propose that this money bill be considered. [t was put to the vote whether 2nd Discussion on the bill should come on to- day. 11 members voted tor; none against. 2nd Discussion opened. Ist Appointed Member (Blackwood) re- marked: #r. Chairman.
