TNO, 6695 BILL NO. 25-0157 TWENTY-FIFTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2004 To amend title 23 Virgin Islands Code to enact the Virgin Islands Homeland Security Act and for other purposes ---0--- BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. Title 23 Virgin Islands Code is amended by adding chapter 12A to read as follows: “Chapter 12A Homeland Security §1141. This chapter shall be known and may be cited as “The Virgin Islands Homeland Security Act.” §1142. Findings and declaration of necessity; purpose of act and public policy. The Legislature finds and declares that: (a) The very purchase of the Virgin Islands from Denmark in wartime inl1917 was for one reason: Because of its geographic location and separation from the mainland, it was considered as a strategic point of defense to the continental United States, thereby making its acquisition a matter of urgency. …
