IN THE HOUSE OF REPRESENTATIVES MARCH 8, 2005 Ms. BORDALLO (for herself, Mr. FALEOMAVAEGA, and Mrs. CHRISTENSEN) in- troduced the following bill; which was referred to the Committee on Small Business A BILL To amend the Small Business Act to designate Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands as historically underuti- lized business zones (HUBZones). Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Insular Areas Small 4 Business Development Act’’. 5 2 •HR 1148 IH SEC. 2. GUAM, VIRGIN ISLANDS, AMERICAN SAMOA, AND 1 NORTHERN MARIANA ISLANDS DESIGNATED 2 AS HUBZONES. 3 (a) IN GENERAL.—Subsection (p) of section 3 of the 4 Small Business Act (15 U.S.C. 632(p)) is amended by 5 adding at the end the following new paragraph: 6 ‘‘(8) ADDITIONAL DEFINITION OF HISTORI- 7 CALLY UNDERUTILIZED BUSINESS ZONE.—In addi- 8 tion to the definition under paragraph (1), the term 9 ‘historically underutilized business zone’ means any 10 area located in Guam, the Virgin Islands, American 11 Samoa, or the Commonwealth of the Northern Mar- 12 iana Islands.’’. 13 (b) CONFORMING AMENDMENT.—Subsection (p)(1) 14 of section 3 of the Small Business Act (15 U.S.C. 15 632(p)(1)) is amended by striking ‘‘The term’’ and insert- 16 ing ‘‘Subject to paragraph (8), the term’’. 17 Æ
