UNITED STATES ENVIRONMENTAL PROTECTION AGENCY DA^SEP 27 1991 REGION" TuTu Wells Site RI Draft Quality Assurance Project Plan FROM: Laura Scalise, Project Quality Assurance Officer Monitoring Management Branch TO- Caroline Kwan, Project Manager New York/Caribbean Superfund Branch II I have reviewed the Draft Quality Assurance Project Plan for the TuTu Wells Site RI dated May 29, 1991. The following comments must be addressed prior to beginning sampling and analysis activities. If you have any questions, please call me at FTS 340-6171. General Comment: The laboratory is to use the latest CLP-SOW for the VOA analyses: OLM01.7 (3/90 plus revisions) It was brought to my attention by the prime contractor that the laboratory, ENSECO East of Somerset NJ, is contracted through the CLP for OLMOl.l.l. Even though the latest revision of the SOW is OLM01.7, we will accept OLMOl.l.l for this project. Use nylon strapping tape to seal the cooler closed during shipment to the laboratory. 2. All samples are to be shipped daily to the laboratory via an overnight courier. 9.1 Data Validation/ page 9-1: 1. All of the VOA data must be validated according to the Region II Data Validation SOP No. HW-6, revision 7, dated 3/90. 2. Total Petroleum Hydrocarbons (TPH) data must be validated according to the criteria in the method, plus the following criteria: Blanks <MDL Duplicates <20 RPD (estimated, <40 RPD) matrix spikes 80-120% recovery (estimated, 50-150%) Blank spikes 80-120% recovery (estimated, 50-150%) REGION II FORM 132O-1 (9/85) TUT OO6 1891 *64916* 64916 -2- 8.0 Analytical Procedures, page 8-1: For TPH analysis in soil, the sample must first be extracted according to SW-846 (3rd. Ed.) Method 9071, performing steps 7.1 through 7.11. Analyze the extract according to MCAWW Method 418.1, resuming with step 7.6. 9.3 Data Reporting, page 9-2: 1. Full CLP deliverables must be provided by the laboratory for the VGA analyses. Full CLP deliverables are required in order for data validation to be performed according to the Region II Data Validation SOP. 2. Deliverables for TPH are as follows, with the forms taken from the CLP-SOW for Inorganics Analysis: -Forms 1, 2, 3, 5, 6 and 7 (spiked blank) -All raw data including sample custody forms, sample preparation sheets and instrument printouts. Table 1-1: Replace this table with the revised table from the workplan. Table 5-1: Replace this table with the revised table from the workplan.
